The purpose of this study was to determine if Career Ladder I, Career Ladder II, and Career Ladder III Tennessee Elementary Principals perceived differently their role as instructional leaders. The amount of time principals spent in six identified dimensions of instructional leadership was examined. The study examined selected independent variables, such as, grade level configuration of the school, years of experience as a principal, number of years of classroom experience, and gender for any effect on the Career Ladder I, Career Ladder II, and Career Ladder III elementary principals' perceptions of their instructional leadership role. The problem was to determine certain factors which are perceived to limit the freedom superintendents have to implement change effectively. The purpose of the study was to determine the degree of autonomy with which superintendents in Tennessee may effectively make decisions regarding educational change. There are 138 public school superintendents, of which 132 (96%) participated in this study. The research was of a descriptive nature and utilized data gathered from a survey instrument constructed by the researcher. A questionnaire developed by Dr. John T. The introduction of site-based management has had an impact on the operation of school systems in Tennessee; however no one seems to know for certain what that impact was. Findings from this study revealed that there is a basic understanding of the impact of site-based management as perceived by superintendents, board chairpersons, principals, personnel, budget, curriculum, and staff development administrators. Findings also revealed that central office staff and principals, for the most part, perceive that the superintendents and board chairpersons were supportive of site-based management programs. One hundred and eighty-one educators, including board chairpersons, responded to a fifty-four item questionnaire. …

With the increasing shortage of quality teachers, alternative certification programs have become a major source of attracting professionals from other fields and training them for the teaching profession. As a possible source of quality teachers, military retirees represent a large pool of prospective candidates. Despite their experience, and because of their alternative teacher training, the quality of their classroom performance is often questioned by both teacher unions and teacher training institutions.

The problem of this study was to identify and discriminate the perceptions of administrators, Career Ladder teachers, and non-ladder teachers in the Tennessee public schools toward the Tennessee Career Ladder Teacher Evaluation System. Demographic data and information were collected by a state-wide survey of Tennessee educators. Two research questions were raised to guide the study. The main objective of the Cedar High School (C.H.S.) study was to develop a curriculum that would be useful to the social studies educator interested in teaching critical thinking skills to high school students. The model for teaching critical thinking that was followed during the C.H.S. study included three requirements. The first was to identify those critical thinking skills that would be useful to students during discussion of controversial issues. The effect of teaching critical thinking as part of a continuous progress packet in American history was studied at Cedar High School during the 1969-70 school year. An experimental group using the critical thinking packet was compared with a control group that used a continuous progress packet that taught only American history.
The dependent variables for the study were the STEP (Sequential Test of Educational Progress), Social Studies portion, and the Watson-Glaser Critical Thinking Appraisal. No statistically significant differences were found between the groups in either American history or critical thinking.
