Early childhood education (ECE) in Australia will soon experience a ‘radical makeover.’ In 2008, all Australian governments made a commitment through the Council of Australian Governments (COAG) that by 2013, all children in the year before formal schooling will have access to high quality early childhood education programs delivered by degreequalified early childhood teachers, for 15 hours per week, 40 weeks of the year, in public, private and community-based preschools and child care. Massachusetts students of limited English proficiency do better academically than students of limited English proficiency in other states. But relative to other students in the state, students of limited English proficiency in Massachusetts face a disadvantage greater than that faced by their peers in most states. This suggests that while the overall higher levels of education in the state benefit LEPs in Massachusetts relative to LEPs who attend schools in states where the quality of education is lower, current policy and practice leads to significantly greater inequality in this state. The purpose of this study was to uncover the emerging views of parents and community group stakeholders in regards to The Kalamazoo Promise, and what they believed were the important issues that must be understood by implementers of The Promise in order to provide more effective implementation.

The Kalamazoo Promise is a full-tuition scholarship provided to all eligible graduates of the school district. The qualification criteria are simple, and all graduates attending at least the four years of high school are eligible.

The Kalamazoo Promise, a universal scholarship program announced in November 2005 provides four years of tuition and fees at any of Michigan's two- or fouryear public colleges or universities for students who have attended Kalamazoo Public Schools. This investment in the community is being replicated elsewhere across the nation, including Denver and Pittsburgh. The scholarship program lowers the cost of postsecondary education, thereby increasing incentives for high school graduation, college enrollment, and college completion. Of the 307 Kalamazoo Promise Scholarship recipients who have attended Western Michigan University since its inception, 16% have been academically dismissed.

The increased use of polytomous item formats has led assessment developers to pay greater attention to the detection of differential item functioning (DIF) in these items. DIF occurs when an item performs differently for two contrasting groups of respondents (e.g., males versus females) after controlling for differences in the abilities of the groups. This dissertation features the stories of drag king performers. Through life story interviews coupled with participant observations, and informed by gender performance, poststructuralist, and psychoanalytic theories, this project examines the ways in which drag performers construct, take up and perform multiple subjectivities and how they benefit from multiple knowledges in their learnings and unlearnings. Through an examination of the creation and circulation of these drag king pedagogies, I suggest ways in which drag performers create and sustain gendered knowledge, while navigating difference and working with multiple discourses of identity, oppression, and power in a socially and economically diverse city. When researchers are unable to randomly assign students to treatment conditions, selection bias is introduced into the estimates of treatment effects. Random assignment to treatment conditions, which has historically been the scientific benchmark for causal inference, is often impossible or unethical to implement in educational systems. For example, researchers cannot deny services to those who stand to gain from participation in an academic program. Additionally, students select into a particular treatment group through processes that are impossible to control, such as those that result in a child dropping-out of high school or attending a resource-starved school. Using student examination data linked to longitudinal teacher personnel data, we document that a teacher’s students have larger test score gains when she experiences an improvement in the observable characteristics of her colleagues. Using within-school and within-teacher variation, we further show that a teacher’s students have larger test score gains when she has more effective colleagues (based on their own students’ achievement gains from an out-of-sample pre-period). A one standard deviation increase in average teacher peer quality is associated with an increase of 0.02 and 0.04 standard deviations in student test score growth in reading and math respectively (about one …
