Situated in Washington State during the height of the global Covid-19 pandemic, this qualitative, insider-practitioner study examined the instructional context of four instructors engaged in a competency-based, high school completion for adults faculty praxis on community and technical college campuses through a state-supported program called High School+ (HS+). ABE writing courses have historically helped students develop White, westernized cultural capital. Yet they often fail to acknowledge community cultural wealth that students bring with them to the classroom or build upon these strengths that students possess, and this has a negative impact on student persistence. Throughout the Pacific Northwest there are a total of 12 Hispanic Serving Institutions (HSIs) with an average Latin@/x undergraduate full-time enrollment rate of 33.7 percent. In order to be designated as HSIs, institutions of higher education must have an enrollment rate of 25 percent or more students who identify as Latin@/x. HSIs became recognized in the late 1980s when a small number of higher education institutions enrolled a large number of Latin@/x students, yet did not have the resources to successfully educate the students (Excelencia, 2019). This case study examined how a specific Hispanic-Serving Institution (HSI) pursues an institutional equity agenda. Through interviews with sixteen full-time employees representing a two-year public institution of higher education in the Pacific Northwest, this study explored faculty and staff perceptions of the purpose of an HSI designation and the intentionality of serving Latina/o students. The literature review provides a historical context of Minority-Serving Institutions (MSIs) and the role MSIs serve in higher education. The race/ethnic gap between secondary mathematics teachers and their students is widening as more students of color enroll in public schools. Community colleges serve local and diverse populations. Historical focus was on elementary education, but, nationally, community college students prepare for careers in secondary mathematics education. Despite Washington State’s strong community college network, few defined secondary mathematics teacher pathways exist. Utilizing focus group interviews involving high-level administrators (HLAs) and mid-level administrators (MLAs), the study investigated the need and common themes associated with onboarding MLAs at a West Coast community college. The author designed, implemented, and solicited participation of new MLAs in a pilot online onboarding program utilizing Canvas. Over the past several decades, poverty rates in the United States have been rising more rapidly in the suburbs than anywhere else. Today, in fact, more poor people live in U.S. suburbs than in its cities. While poverty is painful in any setting, a suburb in decline can present its residents with particularly difficult obstacles, including deteriorating public infrastructure, under-funded schools, fragmented social services, time-consuming travel to distant jobs, and a lack of coherent political influence to address those liabilities.
