Transfer students have long played a significant role in the growth and diversity of colleges and universities. Recent research points to a continuous decline in enrollment over the coming decade (Kelderman, Gardner, & Conley, 2019), and as tuition costs continue to increase and enrollment numbers decrease, institutions of higher education have begun turning to transfer students to fill their lecture halls and football stadiums. Despite holding a majority of lower and middle management positions in public two-year institutions, women still hold only one-third of current community college presidencies. This study explored the gendered phenomenon of navigating the career pipeline in higher education to reach the office of community college president. The purpose of the study was to examine the educational backgrounds and career paths of recently-appointed female community college presidents, as well as the barriers and sources of support they encountered while navigating the career pipeline.

These partnerships have been significant over time because the United States Army has incentivized civilian education via the Army enlisted ranks and promotional structure (Wilson, Smith, Lee & Stevenson, 2013). Literature on higher education systems is well-documented; however, variations in system structures and governance are apparent. The limited research on governance in community college systems merits examination. This study explored presidential decision making in the Kentucky Community and Technical College System using quantitative and qualitative procedures. Then And Now: An Analysis Of Broad-Based Merit Aid Initial Eligibility Policies After Twenty Years, William K. Ingle, Jason R. Ratliff

Using Hall’s framework of policy changes, we sought to document and classify changes in initial eligibility and award provisions of broad-based merit aid scholarship programs at inception and present day. Our analysis revealed five first-order changes, two second-order changes, and only one third order change. Although the policy settings, instruments, and goals remained static in five states, the scholarship dollars in four of them have not kept up with increases in overall cost of attendance.

The purpose of this study was to determine predictor factors of upward transfer for Kentucky community college students enrolled in a developmental algebra course. For independent students, a mother with a college degree, a declared major, a federal work-study position, greater adjusted gross income, and a higher grade point average was positively correlated with upward transfer. For dependent students, a father with a college degree, a declared major, and a higher grade point average was positively correlated with upward transfer.

“Transfer student capital” refers to the learned ability of a student to successfully navigate the process of transferring from a community college to a four-year school. Transfer student capital is accumulated by gathering information about potential destination schools and programs, gaining an understanding of requisite academic skills, campus engagement, and weighing personal concerns surrounding eventual transfer. The more transfer student capital an individual accumulates, the more likely they are to be academically successful and persist to graduation.

Although many of the pressures leaders face come from external sources, the expertise of the faculty should not be ignored when preparing community college leaders. The current study analyzed survey data from community college faculty across the state of Kentucky to determine which attributes they considered important to academic leadership. The faculty members who responded to an online survey regarded most highly factors pertaining to communication, character, decision-making, teamwork, work ethic, and personal relationships.

In this companion dissertation findings are reported of applied case study research on four community college organizational units that consistently meet or exceed standard performance measures. Ample prior evidence confirmed that performance extended significantly beyond what might be explained by available tangible resources alone. The case study contexts are common in higher education in general: a) an external partnership, (b) an ad hoc team, (c) a traditional, cross-divisional service unit, and (d) a grant-funded student service unit.

Latino students are the only ethnic group more likely to enroll in community colleges than four-year institutions. However, they transfer to four-year institutions at much lower rates than their white counterparts. This gap in transfer rates for Hispanic students is of significant concern to higher education researchers and policy makers because of its broad impact on overall educational attainment for Hispanics.

Since its creation in 1997, the Kentucky Community and Technical College System (KCTCS) has excelled in many areas of its open enrollment or open access mission. Yet, many KCTCS students do not persist to graduate with a credential or transfer to a 4-year postsecondary institution. The Kentucky Council on Postsecondary Education (CPE), reports that of the fall 2001 students who entered KCTCS colleges, only 50.2 percent earned a degree, transferred to a 4-year college or university, or were still enrolled in a KCTCS college within three years.
