A frequent objection to large-scale testing programs, both national and international, is that they are used as an instrument of control, rather than as a means of providing information to effect change. Moreover, concerns about large-scale testing often take the form of objection to the specific characteristics of the assessments as being prescriptive and proscriptive, leading to a narrowing of the curriculum and the spectre of 'teaching to the test' to the exclusion of more important educational content. There has been a growing interest in the examination of the steady state of simultaneous bilinguals. An understanding of what leads to the possible weaknesses in the grammar of early bilinguals can contribute to our understanding of the possible causes of the apparent characteristic ‘failures’ in second language acquisition (Montrul 2008). Spanish has a gender feature for nouns (Carroll 1989) and gender agreement for determiners and adjectives. As the United States population has become more diverse and the civil rights movement of the 1960s increased attentiveness to the change in population, the need for multicultural awareness has grown (Perry & Fraser, 1993). This study examined if teacher read alouds of multicultural trade books and a scripted instructional intervention could impact 187 fourth graders' cultural attitudes. The 10-session, 5-week study involved six reading teacher volunteers participating in one of the three group levels (treatment one: multicultural trade book read alouds, treatment two: multicultural trade books and a scripted instructional intervention, and treatment three: a control group). Halting The Race To The Bottom: Urgent Interventions For The Improvement Of The Education Of English Language Learners In Massachusetts And Selected Districts, English Language Learners Sub-Committee, Massachusetts Board Of Elementary And Secondary Education

Massachusetts students of limited English proficiency do better academically than students of limited English proficiency in other states. But relative to other students in the state, students of limited English proficiency in Massachusetts face a disadvantage greater than that faced by their peers in most states. This suggests that while the overall higher levels of education in the state benefit LEPs in Massachusetts relative to LEPs who attend schools in states where the quality of education is lower, current policy and practice leads to significantly greater inequality in this state. Comparing Indigenous And External Teachers: Beliefs, Origins Of Beliefs, And Expectations, Richard H. Fowler

This phenomenology examines rural economically poor school teachers' beliefs, belief origins, and their expectations of and for their students. Data analysis employed two lenses. The proposed lens examined participants as either indigenous or external utilizing Banks' (2001) cross-cultural teaching experiences. In this study, the indigenous participants experienced childhoods in poor rural towns, while external participants experienced childhoods in urban/suburban areas. A second emergent lens examined participants as experiencing working-class or middle-class childhoods. Findings utilizing lens one were mixed and varied with no definitive pattern. The emergent lens utilizing economic class of participants' childhoods found a number of consistent differences between …

International students learning English as a second language in Australia were studied to find how their perception of teachers’ level of commitment to teach them English affects their own motivation to study English. A questionnaire survey was administered on the learners at three different levels of proficiency to also identify the relationship between the levels of study and the learners’ perception of teacher as a factor affecting the learners’ motivation. The results showed that there is a positive correlation between the learners’ motivation and their perception of teachers’ commitment to teach, and the intermediate level is the most problematic stage …

The acquisition of English prepositions is especially difficult for students learning English as a second language. This paper briefly discusses how prepositions are used in English and a few of the reasons prepositions cause problems for English language learners. It also analyzes the underlying system that governs prepositions and how this system might be represented to English language learners. The article discusses how the English language arts practitioners work with the Latin immigrants who are newcomers in learning English language in middle and high school in the U.S. Accordingly, practitioners provide more instructional time to contextualized learning and literacy on first and second language and advocate them to attain a high level of literacy. Moreover, it states that the literacy development of the newcomers must be anchored in patience, flexibility and conscientiousness.

At one time, academic inquiries into the relationship between socioeconomic class and language acquisition were commonplace, but the past 20 years have seen a decrease in work that focuses on the intersection between class and early language learning. This presentation describes a classroom-based homework project involving students of Mexican-origin, in a bilingual first grade classroom and a modification of the project by a reading specialist involving second language learners in Title I programs. Students were given backpacks to take home bi-weekly on a rotating basis filled with a tape recorder, their “Family Journal,” a picture book in Spanish (later in English), and a recording of the text.
