During a military operation, besides providing technological infrastructure and specific weapons, it is also essential to have physical logistics to support the basic needs of troops. To provide this specific care, the Brazilian Air Force (BAF) has the Cellular Unit of Intendancy (CUI). Annually several support operations are planned, and events that cannot be predicted are estimated. Currently, the estimated budget and the report of total costs calculated after missions do not reflect the reality of the CUI expenses. Since the development of the Expeditionary Airman concept and the start of combat operations in the Global War on Terrorism, the Logistics Readiness Officer’s (LRO) duty environment has expanded beyond traditional garrison-based duties. This expansion can arguably incorporate current topics of joint operations, irregular warfare, and cultural intelligence. The intent of this study is to determine what training, if any, future company grade LROs will require on these three topics. This study used structured group discussions (The Delphi Method) among three groups of contracting professionals from the Air Armament, Aeronautical Systems, and the Electronic Systems Centers in order to identify potential roadblocks to implementation of Evolutionary Acquisition strategies. The Delphi groups also tackled the problem of identifying and exploring potential business strategies that may counter the identified challenges. Discussions revealed that current laws, regulations, and internal processes pose challenges in an evolutionary acquisition environment. The issue of mobility is vital to the Air Force as it faces the 2lst century. Operational units must be prepared to quickly deploy anywhere in the world. Aerospace Ground Equipment (AGE) is a large portion of any operational unit's mobility requirements. This thesis studies one portion of AGE mobility, the transportability characteristics of the Air Force's current powered AGE. Transportability is defined as the ability to quickly and efficiently prepare an item for transport, load the item on the transportation asset, remove the item from the transportation asset, and reconstitute the item for use.
