This research focuses on how to build a "list" structure to combine individual items of information into some sort of structure that converts the individual items of information into a structure of knowledge relative to the problem. Software was designed to provide relationships among and comparisons of the contributions in a "list" structure, so that individual members of a group process will be able to understand the contributions of information made by the group as a whole.

Knowledge management is an emerging business practice throughout commercial industry and is becoming more recognized as a valuable concept in the Department of Defense and the Federal government. In March 2001, Captain William Bower completed a research effort that proposed a framework model for guiding the identification and selection of knowledge management initiatives within the Air Force. Retention and retrieval of organizational memory has been the concentration of many conceptualized models of an organizational memory information system (OMIS). This thesis presents an extended view for system development of an OMIS from a knowledge management perspective. The United States Air Force maintains various career-related mailing lists (listservs) for information technology (IT) specialists sponsored by the Air Force Communications Agency (AFCA). In this thesis, I report on a critical and reflective practitioner heuristic inquiry investigating three case studies on the adoption and use of a Web-based knowledge management system. In addition, I investigate the research process itself and my own professional academic practices.
