Project Risk Management In Ai-Enabled Systems: Managing Ethical, Privacy, And Governance Risks, Onome Cynthia Anakanire

Harrisburg University Dissertations and Theses

This research examined how Artificial intelligence (AI) has been embedded in project-based work, particularly in finance and software industries, where it enables efficiency and assists in complex decision-making. However, these innovations introduce significant ethical, privacy, and governance risks that traditional project risk management frameworks fail to adequately address. This study investigated how project managers can systematically integrate the management of these emerging risks into AI-enabled projects. Using a qualitative research design, the study drew on semi-structured interviews with project managers, compliance officers, and AI developers in finance, software and related sectors. Supplementary data included internal project documentation and risk registers. …

Securing U.S. Leadership In Agentic Ai Literacy And Adoption: U.S. Vs Chinese Government Policies And Initiatives, Satyadhar Joshi

Harrisburg University Other Works

This paper conducts a comparative analysis of U.S. and Chinese frameworks for AI literacy and adoption, with focus on agentic AI and Artificial General Intelligence (AGI) systems capable of autonomous reasoning and execution. We examine national policies, educational integration, governance structures, and technological roadmaps, employing both qualitative review and quantitative modeling. Mathematical formulations include multi-dimensional literacy scoring, Bass diffusion models for adoption dynamics, risk assessment functions, regulatory effectiveness indices, competitiveness metrics, and optimization frameworks for resource allocation. Our analysis reveals divergent paradigms: the U.S. Favors decentralized, innovation-driven approaches with emphasis on interoperability and public-private collaboration; while China pursues centralized, state-led …

Institutional Constraints And The Ai Automation Gap: A Case Study Of Proposal Evaluation In Federal Ict Procurement At U.S. Customs And Border Protection, Farhan Bin Amjad

Harrisburg University Dissertations and Theses

This research investigates the institutional constraints shaping the adoption of AI-assisted proposal evaluation in federal ICT procurement, using U.S. Customs and Border Protection (CBP) as a case study. Although AI tools are increasingly used by contractors to generate proposals, their integration into government evaluation processes remain limited. Using institutional theory as an analytical framework, this study examines how regulative rules, normative expectations, and cognitive assumptions jointly reinforce a risk-averse procurement culture that inhibits automation. Through a mixed-methods approach—comprising policy analysis, procurement data from FPDS and USAspending.gov, and an elite interview with a CBP contracting officer—the research identifies key barriers to …

Automation Mismatch: How Contractor Ai Adoption Challenges Institutional Procurement Norms At U.S. Customs And Border Protection (Cbp), Farhan Bin Amjad

Beyond the Project Horizon: Journal of the Center for Project Management Innovation

This letter explores a growing strain in the U.S. federal procurement: the automation mismatch between AI-powered proposal development by contractors and the regulation-bound evaluation systems at agencies like U.S. Customs and Border Protection (CBP). Tools like Vultron and Unanet AI have enabled federal contractors to increase proposal submission volume, yet institutional constraints such as data sensitivity, budget limitations, and cultural barriers have hindered equivalent modernization on the government side. This article leverages institutional theory and prior research to analyze this disparity, highlighting how legal and cultural factors limit AI integration in procurement. Detailed analysis of these regulatory and cultural influences …

Harrisburg University Dissertations and Theses

This qualitative research aimed to analyze the impact of applying quality measure standards, specifically ISO 9001:2015, in emerging software companies that have decided to manage their projects through Agile methodologies. While Agile methodologies are well known for their continuous delivery of software, the quality that results from these projects is not always guaranteed. This research aimed to evaluate what benefits in terms of cost, timely delivery of working software, and production have companies who already applied QMS had. Or, if applying the QMS had a negative result, why was this the case? The hypothesis for the research was that those …

Managing The Edge Of Chaos, John Clark

Beyond the Project Horizon: Journal of the Center for Project Management Innovation

The purpose of this research sought to investigate the relationship between project management competencies and project complexity upon project success. A literature review indicates that project complexity is a primary source of project failure. A gap exists concerning how project management competencies and project complexity predict project success. The first research question was, “To what extent do project management competencies predict project success?” The second research question was, “To what extent does project complexity predict project success?” A quantitative method nonexperimental research design, using a correlational approach, was deployed. The theory of complexity explains that the relationship between project management …
