This paper will describe various leadership theories and how they were formed, current leadership perspectives for information technology (IT) and the impact they can have on an IT workforce due to negative impressions and conditions. It will then relate current ethical issues faced by Information Technology to the key driving forces behind IT today along with detailing the current ethical issues faced by IT Leadership. Finally it will recommend some future research to help IT Leadership navigate the ethical and leadership issues faced today and to prepare for the future issues that will appear as technology advances.

Herding And Anchoring In Macroeconomic Forecasts: The Case Of The Pmi, John B. Broughton, Bento J. Lobo

We test if analysts display multiple biases in forecasting the Institute for Supply Management’s (ISM) manufacturing Purchasing Manager’s Index (PMI). We adopt a test that does not require knowledge of the forecaster’s prior information set and is robust to rational clustering, correlated forecast errors and outliers. We find that analysts forecast the PMI poorly and display multiple biases when forecasting. In particular, forecasters anti-herd and anti-anchor. Anti-herding supports a reputation-based notion that forecasters are rewarded not only for forecast accuracy but also for being the best forecast at a single point in time. The Arctic is changing rapidly as average temperatures rise. As an Arctic nation, the United States is directly affected by these changes. It is imperative that these changes be understood to make effective policy decisions. Since the research needs of the Arctic are large; 14 Federal agencies have Arctic research programs. As a result, the government regularly works to coordinate Federal Arctic research in order to reduce duplication of effort and costs, and to enhance the research’s system perspective.
