The aim of the proposed study is to test and analyze the impact of Entrepreneurial Orientation (EO) on micro and small enterprises’ growth in Egypt, measured by three growth indicators: sales revenue, profit margin, and employment. The growth rates are measured over four periods (past three years, past year, next year, and next three years) to examine the historical and potential impact of EO on growth rates.

Innovation and entrepreneurship are increasingly viewed as key contributors to the creation of sustainable livelihood opportunities for youth and increased socioeconomic resilience. Mindful of this, a noticeable part of the existing literature underscores the essential role played by university-based student-led entrepreneurship clubs in widening students’ engagement in the entrepreneurship ecosystem; increasing their entrepreneurial intention; improving their interpersonal and enterprise skills, and giving them the opportunity to gain hands-on experience through practical learning. Start-ups are institutionally fragile companies that deal with high degrees of risk and uncertainty, especially during short-term shocks, such as COVID-19. This policy brief attempts to identify the needed development in the start-up supporting ecosystem under COVID-19 pandemic, with a special focus on human capital management (HCM), decent work, and labor resilience in start-ups in Egypt. While startups are considered an important potential contributor to Egypt’s economic growth, they encounter myriad challenges that hinder their ability to reach their potential, sustain their market presence, and their capacity to provide decent job opportunities. Challenges include the difficulty of locating and sustaining funding, the complicated legal and regulatory framework that governs them, the conservative social norms and culture, and the lack of data and information regarding market dynamics and existing opportunities. Finance is one of the core development axes and is the basis for job creation, income, poverty reduction and economic growth. Financial resources in Egypt are both idle and misallocated. Access to finance is a major constraint especially to the poor stratum of the Egyptian society. Microfinance is one of the means through which the poor can gain access to finance.
