This dissertation evaluates representative bureaucracy, a public management theory that has been embraced by public management scholars and implicitly embraced by practitioners through the use of diversity hiring initiatives. The theory of representative bureaucracy posits that a bureaucracy will function better if the administrative arm of government, in addition to its political one, is representative of the public. This representativeness is achieved if the bureaucrat shares a common identity with the group or groups they are meant to represent. A part of my coursework in the Jon M. Huntsman School of Business, I was able to participate in a management internship at PetsFirst! Wellness Center. This internship provided me with the opportunity to really evaluate and understand multiple elements of a management position. I specifically focused on client incentives, cost management, and human resources during the course of my internship project at this veterinary clinic. My responsibilities in each of these business functions helped me develop the skills necessary to effectively hold a management position after graduation.

Organic food is one of the fastest-growing segments of food production and consumption in the U.S. Even though organic foods are becoming more widely available, some studies suggest they may not be equally available to all populations because people in some areas are being excluded from the organics market either geographically or financially. During 1962, 15,782 businesses in the United States failed. Nearly half, 7,552 of the failures were in the retail field. Causes of failure ranged from insufficient capital to poor store location. However, more than ninety per cent of the failures in retailing are thought to be caused by a lack of training and experience on the part of store owners and their employees. In 1966, the state of Utah had the highest per capita business failure rate of any state in the nation as reported by Dun's Review Magazine.
