This paper investigates the unique role of applied public service colleges in engaging with communities through economic development and entrepreneurship-related activities. Schools of public administration, affairs, and service are often distinctively tasked with being public facing, and connecting and working with outside agencies, nonprofits, and other stakeholders. Using a case study of Ohio University’s Voinovich School of Leadership and Public Affairs, we discuss the emerging engagement role of these types of schools through a typology of strategies brought forth by the Association of Public and Land Grant Universities. War and other violent conflicts greatly degrade a country’s economic, social, and marketing systems. In the aftermath of conflict, national and international organizations develop different strategies, such as business development, aimed at the reconstruction of these systems. This article draws on boundary theory to frame the way in which entrepreneurship can help ex-militants to discard war-activities and to reintegrate peacefully and productively into a peace-time economy. An interpretive study examining the life-narratives of former militants of illegal groups involved in Colombia’s armed conflict – the world’s longest, lasting 52 years – regarding their business start-ups was designed and administered. The conventional wisdom is that entrepreneurs seek financing for their high-growth, high-risk start-up companies in a particular order. They begin with friends, family, and "bootstrapping" (e.g., credit card debt). Next they turn to angel investors, or accredited investors (and usually ex-entrepreneurs) who invest their own money in multiple, early-stage start-ups. Finally, after angel funds run dry, entrepreneurs seek funding from venture capitalists (VCs), whose deep pockets and connections lead the startup to an initial public offering (IPO) or sale to a larger company in the same industry (trade sale).

Silicon Valley’s success has led other regions to attempt their own high-tech transformations, yet most imitators have failed. Entrepreneurs may be in short supply in these “non-tech” regions, but some non-tech regions are home to high-quality entrepreneurs who relocate to Silicon Valley due to a lack of local financing for their start-ups. Non-tech regions must provide local finance to prevent entrepreneurial relocation and reap spillover benefits for their communities. This Article compares three possible sources of entrepreneurial finance—private venture capital, state-sponsored venture capital, and angel investor groups—and finds that angel groups have distinct advantages when it comes to funding innovation …

“Law and entrepreneurship” is an emerging field of study. Skeptics might wonder whether law and entrepreneurship is a variant of that old canard, the Law of the Horse. In this Essay, we defend law and entrepreneurship against that charge and urge legal scholars to become even more engaged in the wide-ranging scholarly discourse regarding entrepreneurship. In making our case, we argue that research at the intersection of entrepreneurship and law is distinctive. In some instances, legal rules and practices are tailored to the entrepreneurial context, and in other instances, general rules of law find novel expression in the entrepreneurial context. …

This case study discusses an initiative to aid a traditional Quilombo community in the State of Rio de Janeiro through community-based tourism (CBT). Through the Young Leaders of Americas program, a US Department of State funded initiative, the authors worked together in Brazil and the United States to increase visibility, linkages and awareness of this CBT project. The paper highlights how research in the field influenced what specific steps would be taken in practice to increase the benefits of tourism for the community. CBT as a concept is briefly discussed, and a background of Quilombos in Brazil is given.

Purpose
The purpose of this paper is to explore how the process of work identity construction unfolds for gig workers experiencing unstable working relationships in online labor markets. In particular, it investigates how digital platforms, intended both as providers of technological features and online environments, affect this process.

Design/methodology/approach
The authors conducted an exploratory field study and collected data from 46 interviews with freelancers working on one of the most popular online labor markets and from online documents such as public profiles, job applications and archival data.

Tax Uncertainty And Business Activity, Jungho Lee, Jianhuan Xu

We investigate the extent to which uncertainties about tax policies affect business activities. We develop a statewide tax-uncertainty measure (TU measure) and show that it captures state corporate tax uncertainty. By comparing adjacent counties across state borders, we show that increasing tax uncertainty by one standard deviation (a 30% increase in the TU measure) leads to a 0.17% point per-year decrease in the growth rate of establishments over two years. The result holds after conducting a variety of robustness checks and is not likely to be driven by general state-policy uncertainties.

The standard narrative of entrepreneurship is one of self-employed creative individuals working out of their garage or independently owned start-up companies. Intrapreneurship— where employees are responsible for being alert to new opportunities inside firms—is another model for developing innovations. Relatively little is known, however, about the latter process through which large, complex firms engage in groundbreaking corporate entrepreneurship.

Utilizing the power of local knowledge and peer networking, this study attempts to quantify the impacts of mentorship among female micro-entrepreneurs in Medellin, Colombia on empowerment. Developing countries such as Colombia have disproportionately high rates of unprofitable micro-businesses, many of which are managed by women. Internal constraints, such as disempowerment, play a central role in perpetuating poverty. We implement a 6-month mentoring intervention by pairing 18 successful entrepreneurs with 52 disadvantaged female, micro-entrepreneurs in Medellin, Colombia to measure the additional benefit of localized knowledge to micro-borrowers. Entrepreneurship is still regarded as a popular career choice across generations, however, the Millennial generation has seen the lowest rates of entrepreneurship among past generations. The purpose of this study is to identify psychological mechanisms that could explain this drop in entrepreneurship, discerning whether or not time perspective has a significant effect on an individual’s entrepreneurial intentions and attitudes. We examine the impact of rural electrification on individuals and businesses within a community in order to test a resource-based theory of entrepreneurship. We show that access to electricity increases average households’ income and entrepreneurial activities. The impact of electricity on entrepreneurial activity has wide-ranging implications for development policy in countries where access to electricity is sparse. Results show a significant difference in entrepreneurial opportunities with respect to firm formation, with the electrified site reporting more new micro-enterprises than the control site after implementation. Electrification affects both households’ income, individuals’ perceptions of their social position, and opportunities for business development. …
