The traditional role of workforce training by community colleges in support of regional economic development is insufficient to help rural areas survive in a global economy. Rural community colleges are uniquely positioned to provide enhanced economic development support through entrepreneurship and small business development programs. Using Woolcock and Narayan's conceptualization of social capital, the purpose of this case study of 4 community colleges in a midwest state was to identify specific entrepreneurship strategies rural community colleges use relative to economic development. As China emerges as one of the world's top 5 economies, it attracts more multinational corporations (MNCs) that want to expand there and implement corporate social responsibility (CSR) programs. Despite this emergence, since China entered the World Trade Organization, it has not perceived or welcomed MNCs in the same manner as in the 1970s to 1990s. Further, MNCs have had challenges adapting Western-style CSR programs in China's local communities. Members of ethnic- and nationality-based community organizations in the United States support their communities with their membership fees and donations, but they often show little interest in participating in volunteer activities. The purpose of this case study was to examine what motivates people to engage in ethnic- and nationality-based community organizations and provide information to leaders of the ethnic- and nationality-based community organizations to develop best practices with ways to attract and retain volunteers.
