This article evaluates the infrastructure development plans in Zambia's newly established districts, primarily focusing on assessing their effectiveness. Infrastructure development encompasses various strategies, and this study investigates the factors influencing the selection of these strategies for implementing infrastructure projects in Zambia. Through structured interviews and questionnaires distributed to 500 respondents, the research highlights the critical role of community involvement. Communities play a pivotal role in identifying essential amenities, setting priorities for infrastructure construction, incorporating their ideas, and participating in the planning process for executing infrastructure projects. [SiW12O40]4-(SiW12) and [Mo8O26]4- (Mo8) were synthesized and characterized by Fourier Transform Infrared spectroscopy (FTIR). The prepared polyoxometalates were studied as potential adsorbents for the removal of methylene blue (MB) from an aqueous solution. Various operational parameters—contact time, adsorbent dose, initial dye concentration, pH, and temperature— were meticulously assessed by UV/Vis spectrophotometry to study its impact on the adsorption efficacy. An inverse relationship was observed between the percentage dye removal and the initial dye concentration, highlighting the complexes' superior adsorption capabilities under lower dye loads. The …

Fingertip injuries with exposed bones and joints require immediate or early closure for the preservation of function and avoidance of complications. The ideal procedure should maintain the length of the finger and cover the defect with non-tender, well-padded skin with normal sensation. Urban farming can enhance the lives of communities and help reduce food scarcity. This paper presents a conceptual prototype of an efficient urban farming community that can be scaled for a single apartment building or an entire community across all global geoeconomics regions, including densely populated cities and rural, developing towns and communities. Data transfer between isolated clusters is imperative for cybersecurity education, research, and testing. Such techniques facilitate hands-on cybersecurity learning in isolated clusters, allow cybersecurity students to practice with various hacking tools, and develop professional cybersecurity technical skills. Educators often use these remote learning environments for research as well. This study was guided by the central research question: What are the lived experiences and perceptions of former African American teachers and students that endured segregation, desegregation, and integration in Arkansas' Delta? The phenomenological study used eight former African American teachers and student participants. Of the participants, there were four former teachers and four former students. In this study, the participants' voices are captured as they share their experiences and perception of each phase of education that influenced their lives and left an everlasting imprint. Integrating the real options perspective and resource dependence theory, this study examines how firms adjust their innovation investments to trade policy effect uncertainty (TPEU), a less studied type of firm specific, perceived environmental uncertainty in which managers have difficulty predicting how potential policy changes will affect business operations. To develop a text-based, context-dependent, time-varying measure of firm-level perceived TPEU, we apply Bidirectional Encoder Representations from Transformers (BERT), a state-of-the-art deep learning approach. Machine learning regression techniques have shown success at feedback control to perform near-optimal pinpoint landings for low fidelity formulations (e.g. 3 degree-of-freedom). Trajectories from these low-fidelity landing formulations have been used in imitation learning techniques to train deep neural network policies to replicate these optimal landings in closed loop. This study details the development of a near-optimal, neural network feedback controller for a 6 degree-of-freedom pinpoint landing system. To model disturbances, the problem is cast as either a multi-phase optimal control problem or a triple single-phase optimal control problem to generate examples of optimal control through the presence of disturbances. …

Fifty-two nursing faculty from ADN (Associate Degree Nursing) and BSN (Bachelor of Science in Nursing) programs in the state of Arkansas were surveyed to examine the preparedness resources and interventions to prepare for the Next Generation NCLEX-RN (NGN) and to explore the perceptions of nursing faculty on their readiness to teach critical thinking, clinical judgment, and their competency with NGN item writing. A quantitative cross-sectional descriptive design was used for this study utilizing a self-created survey. The survey revealed 40% of participants felt adequately prepared with item writing, and 35% reported feeling adequately prepared to test using the new NGN …

The United States faces persistent threats conducting malicious cyber campaigns that threaten critical infrastructure, companies and their intellectual property, and the privacy of its citizens. Additionally, there are millions of unfilled cybersecurity positions, and the cybersecurity skills gap continues to widen. Most companies believe that this problem has not improved and nearly 44% believe it has gotten worse over the past 10 years. Threat actors are continuing to evolve their tactics, techniques, and procedures for conducting attacks on public and private targets. This paper reviews cybersecurity laws and regulations in Cameroon, focusing on cybersecurity and information security audits and risk assessments. The importance of cybersecurity risk assessment and the implementation of security controls to cure deficiencies noted during risk assessments or audits is a critical step in developing cybersecurity resilience. Cameroon's cybersecurity legal framework provides for audits but does not explicitly enumerate controls. Consequently, integrating relevant controls from the NIST frameworks and ISO Standards can improve the cybersecurity posture in Cameroon while waiting for a comprehensive revision of the legal framework. This paper should be of interest to the readers of this journal because it addresses a subject that has received little scholarly attention; namely, local government cybersecurity. The U.S. has over 90,000 units of local government, of which almost 39,000 are “general purpose” units (i.e., municipalities, counties, towns and townships). On average, these governments do not practice cybersecurity effectively (Norris, et al., 2019 and 2020). One possible reason is that they do not adopt and/or implement highly recommended cybersecurity policies. The ability to certify systems driven by neural networks is crucial for future rollouts of machine learning technologies in aerospace applications. In this study, the neural networks are used to represent a fuel-optimal feedback controller for two different 3-degree-of-freedom pinpoint landing problems. It is shown that the standard sum-ofsquares Lyapunov candidate is too restrictive to assess the stability of systems with fuel-optimal control profiles. Instead, a parametric Lyapunov candidate (i.e. a neural network) can be trained to sufficiently evaluate the closed-loop stability of fuel-optimal control profiles.
