Road Rescue Implements A Continuous Process Improvement Framework, John Olson, Paul Savory

John Olson

Continuous improvement programs traditionally focus on making small incremental improvements to a system. Unfortunately, their success can be limited due to the rapid changing environment within which most small companies operate. Improvement efforts should be flexible enough to capitalize on incremental and radical changes to a system. This paper presents a case analysis of how Road Rescue, an ambulance manufacturer, uses a continuous improvement framework to capitalize on both radical and incremental improvement opportunities. Results include a 10% increase in throughput, reduced cycle time of 44%, increased customer satisfaction, and higher quality.

In this paper, we evaluate whether the robustness of a market mechanism that allocates complementary resources could be improved through the aggregation of time periods in which resources are consumed. In particular, we study a multi-round combinatorial auction that is built on a general equilibrium framework. We adopt the general equilibrium framework and the particular combinatorial auction design from the literature, and we investigate the benefits and the limitation of time-period aggregation when demand-side uncertainties are introduced. Because of the messiness, books about engineering design cannot have "ideal solutions" printed in the back in the same way that mathematics textbooks can. Delta acquired an oil refinery in the first half of 2012 as a strategic move to hedge against higher fuel prices. Our paper analyzes the oil refinery acquisition, a backward integration strategy, on its financial and operational performance, for the period 2010–2014. The methodology involves descriptive statistics and short-term stock performance as well as an econometric model that estimates the impact of the oil refinery acquisition on Delta’s net income. Toyota again topped the annual J. D. Power and Associates quality study released in late May of 2002. Toyota scored the highest mark ever with l 07 defects per l 00 vehicles, while Honda came in second with 113 defects. The study was based on responses of approximately 65,000 new car owners queried during their first 90-days of ownership. These results do not surprise us, as we have been fortunate to make numerous sojourns to the Toyota plant in Georgetown, Kentucky, and observe the manufacturing processes. The Commission to Assess the threat to the United States from Electromagnetic Pulse, on which I served as principal staff, made a compelling case for protecting critical infrastructure against the nuclear electromagnetic pulse (EMP) and geomagnetic disturbances (GMD) caused by severe solar storms. Their 2008 Critical Infrastructure Report explains EMP effects, consequences, and protection means for critical infrastructure sectors. EMP and GMD are particularly challenging in that they interfere with electrical power and electronic data, control, transmission, and communication systems organic to nearly all critical infrastructures. This paper studies the ambulance deployment of the Tehran-Qom highway emergency medical service (EMS) system. The response time of EMS to an emergency call can have impact on the users in terms of the life and death, and this performance metric is evaluated using the proposed hypercube queuing model. The model is based on spatially distributed queuing theory and Markovian analysis approximations, and it is one of the most effective approaches for analyzing emergency response systems. The implementation of the EU public sector information (PSI) directive was expected to open up European governmental data sources for commercialization and create, conservatively estimated, a € 32 billion European public information market. Institutional arrangements and governmental path dependency has delayed the directive’s implementation in several countries, most notably Poland and Sweden. In this paper we use the Swedish case to examine how bureaucratic inertia and path dependence can stall the implementation of EU directives that conflicts with the member state’s internal bureaucratic agenda. Over 225 posters were presented to nearly 500 audience members. Twenty different colleges and universities, ranging from large public state institutions to small private colleges were represented in the research being showcased. In this paper we address the problem of pre-positioning emergency supplies prior to a disaster onset. The goal is to ensure a fast and effective response when the disaster strikes. Pre-positioning of emergency supplies is a strategic decision aimed at determining the number and location of local distribution centers as well as their inventory levels for emergency supplies. These decisions must be made in a highly disruption-prone environment where a timely response is vital and resources are scarce. We present and discuss a scenario-based model that integrates location, inventory and routing decisions.

Project management decision rules presume that fixed and inflexible targets have been defined for the project. If a project's slack is defined as the difference between actual project performance and these targets, then these decision rules can be characterized as maximizing the probability that slack is non-negative (i.e., maximizing the probability of meeting the targets). These rules rely on z-scores to compare uncertain performance to target levels.
