The purpose of this treatise is to determine how information technology is affecting the usage of services in the academic library. Various studies suggest that there has been a decline in usage of traditional face-to-face reference services. The majority of the college students prefer to use the Web instead of frequenting the library. This paper highlights some of the opportunities presented by the rise of the so-called “Internet of Things” and wearable technology in particular, and encourages policymakers to allow these technologies to develop in a relatively unabated fashion. As with other new and highly disruptive digital technologies, however, the Internet of Things and wearable tech will challenge existing social, economic, and legal norms. In particular, these technologies raise a variety of privacy and safety concerns. This working paper presents findings from analyses of Russian nanotechnology outputs in publications and patents focusing on developments over the period 1990 through to 2012. The investigation draws on bibliometric datasets of scientific journal publications and patents and on available secondary English-language and Russian sources. The document provides both an overview and detailed analyses of nanotechnology research and innovation in Russia. The examination of publications highlights sectoral trends, leading authors and organizations, and acknowledgements to funding sources. The analysis of patents adds further evidence about patterns of invention and ownership of intellectual property emanating from research and development in Russian …

The prevailing historical accounts of the formation of the U.S. aircraft “patent pool” in 1917 assume the U.S. Government necessarily intervened to alleviate a patent hold-up among private aircraft manufacturers. We show these accounts to be inconsistent with the historical facts. We show that despite the existence of basic aircraft patents, aircraft manufacturers faced no patent barriers in the market dominated by Government demand. We show that the notion of the aircraft patent hold-up is a myth created by Government officials and used to persuade Congress to authorize eminent domain condemnation of basic aircraft patents. MT tools were expensive, supported only a small number of language pairs, and did not play nice with many standard translation tools. Mergers and acquisitions (M&As) are an important but unstudied aspect of nanotechnology’s evolution. This paper uses case review and bibliometric analysis to examine 20 M&As involving acquired firms in the nanotechnology domain. The guiding proposition is acquired firms provide complementarities to the acquiring firms. Key measures given consideration include the nature of the post-acquisition organization, whether the pre-acquisition geographic location is retained, the purpose of the acquisitions as indicated in news releases, and the extent of similarity in research publications and patents. This paper presents a new global patent map that represents all technological categories and a method to locate patent data of individual organizations and technological fields on the global map. This overlay map technique may support competitive intelligence and policy decision making. The global patent map is based on similarities in citing-to-cited relationships between categories of the International Patent Classification (IPC) of European Patent Office (EPO) patents from 2000 to 2006. This patent data set, extracted from the PATSTAT database, includes 760,000 patent records in 466 IPC-based categories. We compare the global patent maps derived from this categorization to related …
