[Excerpt] Many development agencies seek to channel economic assistance to those less-developed countries (LDCs) and activities that will help the poor to achieve a better life (this phraseology is from the U.S. Foreign Assistance Act as amended in 1975). Education is an important indicator of countries' performance. This chapter examines the suitability of alternative education indicators as guides for planning and evaluating countries' progress and commitment toward increasing the participation of the poor in development.

[Excerpt] Income distribution is only one indicator of economic well-being useful in gauging improvements in the economic position of the poor; change in income distribution, appropriately conceived and measured, is as good a criterion as any for assessing progress toward the alleviation of poverty. Income is intimately bound up with a family's command over economic resources. Rising modern-sector employment or reduced infant mortality might be suggestive of improvements in the economic position of the poor; gains in real income among low-income groups provide direct evidence that poverty is being alleviated. Two electromagnetic phenomena have the potential to create continental-scale disasters. The first, nuclear electromagnetic pulse (EMP), results from a nuclear detonation high above the tropopause. The second, a major solar storm, or "solar tsunami" occurs naturally when an intense wave of charged particles from the sun perturbs the earth's magnetic field. Both phenomena can debilitate electrical and electronic systems necessary for the operation of infrastructure systems and services. The Commission to Assess the Threat to the United States from Electromagnetic Pulse Attack has provided a compelling case for protecting civilian infrastructure against the effects of EMP. As with protecting infrastructure against any hazard, it will be important to take a risk-based priority approach for EMP, recognizing that it is fiscally impracticable to protect everything. In this regard, EMP is particularly challenging in that it interferes with electrical and electronic data, control, transmission, and communication systems organic to nearly all infrastructures in a simultaneous and wide-scale manner. The Dodd-Frank Wall Street Reform and Consumer Financial Protection Act creates the new Bureau of Consumer Financial Protection. This consumer watchdog will be responsible for the most powerful consumer protections in American history. Under section 1031(d) of the Act, the Bureau may ban acts and practices that are unfair, deceptive, or abusive. While the unfair and deceptive standards have existed for some time, “abusive” is a relatively new legal standard with limited jurisprudential history. This article discusses the vital need for academic and intersectoral partnerships in the effort to reduce global poverty, especially in cities of developing nations. The academic alliance between DePaul and Adamson universities, and their cooperation with popular organizations (POs) from the communities of poor persons in Manila are described. The activities of Adamson’s Vincentian Center for Social Responsibility (VCSR) and the POs are profiled. DePaul, Adamson, the POs, and the VCSR are working to “increase the leadership and organizational capacity of the POs.” The tenets of academic social responsibility and their reflection of Vincentian values are highlighted.

When using cases to teach corporate strategy and ethical decision-making, the aim is demonstrate to students that leadership decision-making is at its most effective when all affected stakeholders are considered, from shareholders and employees, to the local, national, and global societies in which the company operates. This paper is a report on the findings of a study conducted on a graduate systems engineering course at an urban university in a group learning environment. The course, IEGR 501 Introduction to Advanced Systems Engineering, was a sixteen week course which took students with backgrounds in Industrial Engineering, Electrical Engineering, and Mechanical Engineering and prepared them to understand the systems engineering subject matter more. As the future of education becomes more and more virtual it becomes essential that universities take full advantage of the available tools at their disposal.
