Changing Patterns X: Mortgage Lending To Traditionally Underserved Borrowers And Neighborhoods In Greater Boston, 1990-2002, Jim Campen

The present study is the latest in a series of annual updates of the original report, Changing Patterns: Mortgage Lending in Boston, 1990-1993. Beginning in 1998, the reports’ geographic scope was expanded to include an examination of mortgage lending patterns in 27 cities and towns surrounding the city of Boston. In this year’s report, the geographic coverage has been further expanded t o include a total of 108 communities.

Alternative staffing is a key form of labor market intermediation worthy of consideration alongside that provided by other community-based job placement programs. Furthermore, an examination of alternative staffing services underscores the essential role that supports to employment play in job-brokering for workers who are disadvantaged in the labor market because these are businesses that tend simultaneously and daily to the two sides of the work relationship (worker-client and customer business). Over the last several years there have been a number of calls for the development of a new theoretical doctrine to govern the force structure of the United States military. The last big change in doctrine occurred in the post-Vietnam era. It involved not simply the change to the all-volunteer force, but an abandonment of escalation brinkmanship and open-ended missions. On matters of governance, the people’s good is the highest law, as Cicero said two millennia ago. Unfortunately, these days personal greed has trumped the people’s good, enflaming the current governance crisis affecting our public, nonprofit, and private spheres. The spate of corporate governance scandals over the past several years jeopardizes equity investments, harms beneficiaries, and weakens global capital markets. The workforce development system has undergone significant change in the past five years, including the development and implementation of new partnerships. Maintaining the integrity of services and conducting major organizational change has been a challenge for local, state, and federal leaders. The implementation of the Workforce Investment Act (WIA) requires major organizational change for employment, training, and disability agencies. The initiative emphasizes coordination, collaboration and communication among organizations for better service delivery. At this time, states are developing systems that will enable them to address the needs of all customers, including those with disabilities, who are seeking employment. Inventory Competition In Make-To-Stock Systems, Ehsan Elahi, Saif Benjaafar, Karen Donohue

We present models for competition among multiple suppliers for demand from a single manufacturer. The suppliers produce to stock a single product and are allocated demand by the manufacturer based on the amount the amount of inventory they hold. We prove the existence of a Nash equilibrium for a broad class of market allocation schemes. For the special case of identical suppliers under either a stock-proportional or fill rate-proportional allocation, we show the uniqueness of the Nash equilibrium. Managing Information Technology For Service Quality: A Study From The Other Side, Pratyush Bharati, Daniel Berg

System quality, information quality, user IS characteristics, employee IS performance and technical support are identified as important elements that influence service quality. A model interrelating these constructs is proposed. Data collected through a national survey of IS departments in electric utility firms was used to test the model using regression and path analysis methodology. The results suggest that system quality, information quality, user IS characteristics through their effects on employee IS performance influence service quality while technical support influences service quality directly. The results also suggest that employee IS performance contributes more to service quality as compared to technical support. …

Seamless service delivery means that a customer receiving services can move between two or more agencies with limited disruption. Seamless services have not been accomplished when a customer must take a cross-town bus to travel from one agency to another. To address this issue, many One-Stop career centers are looking into how staff from their partner agencies can physically share space. Universal access is a central tenet of the Workforce Investment Act (WIA) and mandates that One-Stop Career Center (One-Stop) services be accessible for individuals with disabilities.
