The application of Group Theory to Tabu Search is a new and exciting field of research. This dissertation applies and extends some of Colletti's (1999) seminal work in group theory and metaheuristics in order to solve the theater distribution vehicle routing and scheduling problem (TDVRSP). This research produced a robust, efficient, effective and flexible generalized theater distribution model that prescribes the routing and scheduling of multi-modal theater transportation assets to provide economically efficient time definite delivery of cargo to customers. Recently, organizations have been modifying performance appraisal systems to collect data from multiple sources to guide the development of supervisors. Upward feedback programs focus on development rather than appraisal by supplementing traditional downward feedback with subordinate feedback. The upward feedback instrument developed in this study was designed to measure effective leadership behaviors utilizing an existing five-dimension leadership taxonomy and a new dimension that represents creating a fun workplace. This research examined the effects of deployment predictability and family support on Air Force personnel's intent to leave the Air Force using measures of work interference with family, family interference with work, job and life satisfaction, and affective organizational commitment. Based upon current theory found in the literature, a model was developed linking these variables. A web-based survey was sent out via email and obtained 1,234 responses (25.5%) from Air Force personnel regarding their perceptions of aforementioned variables. Using Structural Equation Modeling, support was found via several indirect paths that predictability has a negative effect on airmen's intent to quit. …

In the post cold war environment, the rapid deployment of combat capability is critical. Deployment lift capability is limited, however, so the real-time selection of the optimal combat asset mix that balances capability provided and sustainment required has become paramount. In this model, the value of a force mix is determined by the sum of the individual weapon system "suitabilities" against their assigned missions. The value is constrained by the numerical limits on the items required to create and support the force mix, and the lift required to move these items. This research effort develops a generalized decision support system (DSS) to assist contracting career field managers in making recruiting and retention decisions. The DSS focuses on the skill level inventories of the contracting enlisted force. The interest in this research was identified by contracting career field managers due to the recent negative trends in recruitment and retention and the lack of analytical tools available. United States Air Force Special Operations Command (AFSOC) has a minimal number of aircraft at its disposal. As a result, the aircraft are considered high demand, low-density (small number in Air Force inventory) weapon systems. Any chance to increase aircraft availability would greatly enhance the capability of AFSOC. Isochronal maintenance (ISO) conducted once every 365 days (per AFI for C-130 aircraft) provides the best opportunity to increase aircraft availability by improving the scheduling of tasks and accurately estimating the inspection duration. Information systems are often inundated with thousands of attack alerts to distinguish novice hacker probes from genuine threats. Pattern classification can help filter relatively benign attacks from alerts generated by anomaly detectors, limited the numbers of alerts to requiring attention. This research investigates the feasibility of using pattern classification algorithms on network packed header information to classify network attacks. Both liner discrimination and radial basis function algorithms are trained using flood and scan attacks. The classifiers are then tested with unknown floods and scans to determine how well they categorize previously unseen attacks.

Norden (1970) uses the Rayleigh, which is a degenerative of the Weibull, to model manpower on research and development (R&D) programs. Several research efforts extend his work including Lee, Hogue, and Gallagher (1997) who build R&D program budgets based on Rayleigh expenditures. We demonstrate the theoretical limitations to the Rayleigh model and present the Weibull model, which mitigates those limitations. Using 102 completed R&D defense programs, we develop regression models to predict the requisite shape and scale parameters to forecast Weibull-based budgets. The 43rd Airlift Wing at Pope AFB, NC, possesses 33 E-model C-130 aircraft. The airplanes range in age from 30-36 years old. Current plans call for replacing Pope's aging fleet of tactical airlifters with new C-130J model planes in FY11. There are two replacement alternatives proposed in this research. The first is to calls for replacing the C-130Es with C-130Js now. The second option is upgrade the C-130Es to C-130Xs and replace them in 10 years with the C-130J. The results indicate that the least cost solution is to upgrade Pope's fleet of C-130Es to C-130Xs now. However, after conducting …

E-Learning Technology is being used to train and educate a myriad of personnel. Evidence shows, however, that completion rates among e-learners are lower than that of traditional learners. Motivational theory is applied to this problem to explain why e-learners initiate, sustain and terminate behavior. In particular, an integrative motivational model, that highlights distal and proximal processes, is introduced to identify and measure those factors most likely to influence e-learning completion rates. The United States Air Force (AF) has experienced a downward trend in retention of information systems (IS) workers over the past five years. This research draws on the employee turnover model proposed by Mobley et al. (1979) and the work of Schein (1987) to measure the career anchors, job satisfaction, and turnover intention of AF IS workers to determine if those whose job type and career anchor match report higher satisfaction and lower turnover intention than those with a mismatch.
