The importance of small-scale industries in promoting industrialization and economic growth has been recognized globally. This paper discusses the concepts and issues that are associated with the financing and promoting of small scale industries. This paper explores how to create enabling environment for the development of small-scale industries (SSIs) which are globally noted for their immense contributions to development process and as engine of economic growth. The rest of the paper is divided into five sections.
