In a recent issue of this Review, James Buchanan and Gordon Tullock (B-T) presented a public choice analysis of the relative merits of direct controls and taxes in externality control. In Section IV of their paper, B-T consider the case of reciprocal external diseconomies of consumption. They ask whether "... persons in this sort of interaction, acting through the political processes of the community, will impose on themselves either a penalty tax or direct regulation" (p. 143). Whether we like it or not, this is the age of subject matter relevancy and educational accountability. In order for instruction to be interesting, meaningful, and practical for students, it must be essentially a microcosm of that segment of the “real world” students will be entering upon graduation. The objective of competency- or performance-based models of education suggests that educators should be held accountable for what they teach. However, before teachers can be held accountable they need to know what skills and abilities their students will require in order to be successful in their career objectives.

A Hands-On Museum For Children, Stephanie Townsend

This paper concerns itself with the preparation for the development of a children's hands-on museum. Included is a definition of such a museum, a rationale for this type of museum, organizational considerations of a community museum, four exhibits intended to stimulate and guide children's cognitive processes, and a brief summation. The rationale for this children's museum is derived primarily from Piaget's theory of cognitive developmental psychology. Thus, the exhibits are exemplars of Piagetian curriculum. The organization section emphasizes Guthe's philosophy concerning museum organization.

A Survey Of Selected Corporate Practices Which Influence Exit Interviewing Techniques Among Kentucky Manufacturing Firms, Barry Landis

The purpose of the present study was to examine organizational practices related to exit interviewing techniques. Prior research has neglected the study of the variables which cause the use of the exit interview to fluctuate, focusing rather on the study of the validity and format of the exit interview. The present study, by means of a questionnaire, cross-tabulated certain independent variables with the dependent variables contained in the questionnaire and found that at least three independent variables significantly affected use of the interview: (1) the size of the company (2) unionization of the company and (3) the annual turnover rate …

The terms "social work," "casework," and "counseling" signify similar but separate professions, occupations, and techniques. Their places within the spectrum of community or helping services are clarified by a discussion of relevant literature. Based on these perspectives, a survey of 104 local helping service agencies and organizations was under taken to establish employment qualifications (educational, experiential, professional) for the helping professions. Follow-up was done in 10 situations where Master's Degrees in Social Work, Counseling, and Psychology were required for employment—to determine the particular value of the degree for the specific position. This study is a follow-up to an earlier (1971) proposal for the application of Input-output analysis to social planning in human services (Repository item #753), and predates current models of human services as part of the nonprofit, or third sector. The manuscript details a study of financial inputs and service outputs in human services in the United Way system of Knoxville TN, noting a variety of quantitative ratios and measures of the human services delivery system, and assessing some of the strengths and weaknesses of the matrix approach.

Dickey-Lincoln School Lakes Project

This report summarizes the results of system planning, environmental, and location studies for transmission facilities associated with the proposed Dickey-Lincoln School Lakes Project in northern Maine. The studies recommend the construction of two 345-kV transmission circuits from a substation near the project along a route through western Maine into northern New Hampshire and Vermont. The plan will integrate the power produced by the project into the New England Power Pool Transmission System. Five alternate integration plans were identified and studied.
