An increase in targeted violence incidents (TVIs), primarily active shooter events, at institutions of higher education (IHEs) has exposed gaps in campus security plan preparation and exercises. The purpose of this qualitative collective case study was to discover barriers to and best practices of universities and colleges conducting security preparedness activities for TVIs. The theory that guided this study was vested interest theory which predicts how attitudes will influence behavior in a commitment to preparedness fundamentals. The United States (US) Department of Defense (DoD) Electromagnetic Pulse (EMP) protection standard offers a solid basis for protecting commercial communication, data, and control facilities. Because of the standard’s shielded barrier and test requirements, it is not surprising that there is a strong temptation within industry and government to dismiss the MIL-STD 188-125 approach in favor of less rigorous protection methods. Existing models of multi-server queues with system transience and non-standard assumptions are either too complex or restricted in their assumptions to be used broadly in practice. This paper proposes using data analytics, combining computer simulation to generate the data and an advanced non-linear regression technique called the Alternating Conditional Expectation (ACE) to construct a set of easy-to-use equations to predict the performance of queues with a scheduled start and end time. Our results show that the equations can accurately predict the queue performance as a function of the number of servers, mean arrival load, session length and service time variability. …

Conclusion

Most rural Nebraskans own their home. And, when asked about housing programs or priorities they would support in their community, most rural Nebraskans support programs that help seniors age in their homes, programs that would help upgrade the condition of existing homes and providing affordable rental housing. They are less likely to support organizing volunteer efforts to maintain existing housing stock, but still one-half support this option as well.

Support for one of the programs differs by community size. Persons living in or near larger communities are more likely than persons living in or near smaller communities to support …

By many different measures, rural Nebraskans are positive about their community. Many rural Nebraskans rate their community favorably on its social dimensions: as friendly, trusting and supportive. Most rural Nebraskans say it would be difficult to leave their community. And, most rural Nebraskans disagree that their community is powerless to control its future.

On January 6, 2016, the Moroccan telecommunications regulatory agency, the ANRT, announced a ban onVoice Over Internet Protocol(VoIP) calling services such as Skype, WhatsApp, and Viber. The ban triggered sweeping opposition among the Moroccan public, opening discussion of digital rights, censorship, and Internet governance. Considering liberal democratic rights in the 2011 Moroccan Constitution and a history of censorship, this study analyzes the official justification of the ANRT alongside additional explanations involving business interests and the security services. Most rural Nebraskans have elementary, middle and high schools in their community or nearest community. Most of the schools available are public but many rural Nebraskans report having both public and private schools of each grade level. We study a real-world production warehousing case, where the company always faces the challenge to find available space for their products and to manage the items in the warehouse. To resolve the problem, an integrated strategy that combines warehouse layout with the capacitated lot-sizing problem is presented, which have been traditionally treated separately in the existing literature. We develop a mixed integer linear programming model to formulate the integrated optimization problem with the objective of minimizing the total cost of production and warehouse operations. The first part of this manuscript examines the impact of configuration changes to the learning curve when implemented during production. This research is a study on the impact to the learning curve slope when production is continuous but a configuration change occurs. Analysis discovered the learning curve slope after a configuration change is different from the stable learning curve slope pre-configuration change. The newly configured units were statistically different from previous units. This supports that the new configuration should be estimated with a new learning curve equation. The research also discovered the post-configuration slope is always steeper than the stable …

Airline Quality Rating Report

The Airline Quality Rating (AQR) is the most comprehensive study of the performance and quality of the largest airlines in the United States. The rating is a multifactor look of the airlines based on mishandled baggage, consumer complaints, on-time performance and involuntary denied boardings.

The Airline Quality Rating industry score for 2015 shows an industry that improved slightly in overall performance quality over the previous year. Six airlines (Delta, ExpressJet, JetBlue, SkyWest, Southwest, and United) showed improvement in AQR scores in 2015. ExpressJet and SkyWest had the largest improvements in their AQR scores for 2015.

The delivery of wet grain during harvest is a complex and constantly changing problem about which Extension professionals have been unable to offer more than general advice. By capitalizing on important characteristics of mobile devices, a new app enables producers to fully benefit from detailed information universities have generated on grain drying and costs associated with delivery of grain to different locales. Development of such an app demonstrates the power of apps and mobile devices in allowing Extension to deliver previously unattainable services to its clientele.

Recently, many cities have launched new rail transit lines. Once these new rail transit lines start commercial operation, they will play important roles as competitors to conventional bus services. In this paper, the effects of nationalization on equilibria have been studied in a mixed duopoly public transport market, in which one publicly-owned rail transit operator competes with one private bus operator. Two numerical case studies show the nationalization of a rail transit company is always socially desirable both in Bertrand pricing game in the short run and in Nash non-cooperative game in the long run.
