The administration argues that the future of the nation is “innovation,” as this is the catalyst to sustaining growth. On paper, this certainly looks like a very defensible strategy. The Philippine Development Plan (PDP) 2023–2028’s Chapter 8: Advance Research and Development, Technology, and Innovation, lays out strategies, programs, and legislative priorities to be pursued to promote innovation among industries and identifies metrics to measure the country’s progress in harnessing research and development, technology, and innovation.

The year 2023 commemorates the 30th anniversary of the publication of the influential, yet controversial, study The East Asian Miracle report by the World Bank (1993). An important part of the report’s analysis was concerned with the sources of growth in East Asia. This was based on the neoclassical decomposition of growth into productivity and factor accumulation. As production processes improve, the stimulation of economic growth has overlooked its externalities over time. In pursuit of sustainable development, nations were driven to combat climate change and increasing greenhouse gas emissions through the Kyoto Protocol. The policy brief is based on the investigation of the Kyoto Protocol Mechanisms (Clean Development and Emissions Trading Scheme) through difference-in-difference (DID) estimation, together with panel regression to evaluate the path towards viability using the metrics for externalities (total greenhouse gas emissions) and economic growth (GDP). Aflatoxin contaminates agricultural commodities, plants or animal-derived food, in warm and humid conditions primarily in tropical countries such as the Philippines. Although the type and degree of contamination are dependent on its concentration, its effect becomes critical when biomagnified. In this study, a rapid, simple, and portable detection was developed. A smart-device sensor was used to measure the pH of the samples with aflatoxin and compared it with the pH of pure samples. Aflatoxins are toxic and carcinogenic secondary metabolites produced predominantly by two fungal species: Aspergillus flavus and Aspergillus parasiticus (Gourama, H., & Bullerman, L., 1995). These fungal species are contaminants of food crops as well as animal feeds, and are responsible for aflatoxin contamination of these agricultural products. The toxicity and potency of aflatoxins make them the primary health hazard as well as responsible for losses associated with contaminations of processed foods and feeds (Gourama, H., & Bullerman, L., 1995). Recent developments in artificial intelligence (AI) and deep learning techniques are expected to reshape the nature of the working environment in many economic sectors through the automation of many white collar jobs. This technological breakthrough poses threats of job obsolescence in several industries, particularly for a labor abundant country such as the Philippines. With human capital as one of its largest resources, the services sector is a major contributor to the country’s economy, contributing around 60% of the total gross domestic product and employing about 22.8 million workers (Philippine Statistics Authority, 2017).

Innovation is becoming a critical determinant of the survival and advancement of firms. Despite this realization, there is a dearth of literature that tackles the subject matter and its specific role in corporate settings remains vague. Using corporate data on East and Southeast Asian manufacturing firms from 2008 to 2013, this study aims to identify the impact of corporate financial performance on research and development (R&D) expenditure as a measure of innovation.
