Integrated Fisheries Management (IFM) is an initiative aimed at addressing the issue of how fish resources in WesternAustralia can be best shared between competing users within the broad context of “Ecologically Sustainable Development”, or ESD, so that they can be managed on a sustainable basis.

The Minister for Fisheries established the Integrated Fisheries Management Allocation Advisory Committee (the Allocation Committee), under Section 42 of the Fish Resources Management Act 1994 (FRMA), in 2004 to investigate IFM resource allocation issues and make recommendations to him on optimal resource use.

The Department of Fisheries (Department) is proposing a new simplified management approach which focuses on fishing as the core criteria in the new licensing framework. Given the low level of impact of aquatic eco-tours and shore-based fishing, consideration is being given to removing the need for these activities to be formally licensed. The Department is of the view that these activities can be adequately managed by regulations that have broader application across the community.

The recreational management proposals that follow have been developed to deliver the required reduction in catches, while still allowing an enjoyable fishing experience for the majority of West Australians. If only a single management tool was used (e.g. a boat limit or closed season) the impact on recreational fishing would be huge. Therefore, the proposed management package has been carefully developed so that each management measure adds to the reduction required, while minimising the social and economic impacts as much as possible.

While some of the factors threatening the future of the marron fishery can be managed via traditional fisheries controls, many fall outside of the Department of Fisheries’ jurisdiction and require a ‘whole of Government’ approach to management. The Department of Fisheries has prepared this draft aquaculture plan for Shark Bay to provide an agreed framework for future management of aquaculture. The final plan will assist prospective aquaculturists in preparing proposals and will guide the Department of Fisheries in the decision making process for aquaculture licence and lease applications. The plan identifies constraints to aquaculture development and areas where aquaculture may occur. It also identifies species that may be used for aquaculture development. Implementation of this plan will ensure that aquaculture can occur in a sustainable manner, while retaining the unique features of Shark Bay.
