The Integrated Fisheries Management Review Committee was established to develop a strategy to integrate the management and sustainable use of fish resources. The Committee’s report proposes an alternative management framework and a set of guiding principles for allocating fish stocks to ensure optimal benefits are realised for the WA community. The report does not, and was not intended to, address specific allocation issues in particular fisheries – this will be a function of the framework and processes put in place following this review.

Advanced Portfolio Theory: Why Understanding The Math Matters, Tom Arnold

The goal of this paper is to motivate the use of efficient set mathematics for portfolio analysis [as seen in Roll, 1977] in the classroom. Many treatments stop at the two asset portfolio case (avoiding the use of matrix algebra) and an alarming number of treatments rely on illustration and templates to provide a heuristic sense of the material without really teaching how efficient portfolios are generated. This is problematic considering that the benefits of understanding efficient set mathematics go beyond portfolio analysis and into such topics as regression analysis (as demonstrated here).

One of the most critical components of a laser metal deposition system is the powder feeder unit. Techniques are required to efficiently design and analyze these systems and to ensure fault tolerance during the operation. In this paper, a model of the powder feeder unit, based on object-oriented abstractions of it components, is developed. This model is modular in that specific components can be efficiently updated or replaced with components that perform a similar function. The inventory routing problem is one of important and practical problems in logistics. It involves the integration of inventory management and vehicle routing, both of which are known to be NP-hard. In this paper, we combine local search and network flows to solve the inventory management problem, by utilizing the minimum cost flow sub-solutions as a guiding measure for local search. We then integrate with a standard VRPTW solver to present experimental results for the overall inventory routing problem, based on instances extended from the Solomon benchmark problems.

In this paper, we consider a real-life supply chain optimization problem concerned with supplying a product from multiple warehouses to multiple geographically dispersed retailers. Each retailer faces a deterministic and period-dependent demand over some finite planning horizon. The demand of each retailer is satisfied by the supply from some predetermined warehouse through a fleet of vehicles which are only available within certain time windows at each period. Our goal is to identify a combined inventory and routing schedule such that the system-wide total cost over the planning horizon is minimised. A series of six roundtable discussions was conducted by the New England Environmental Finance Center (NE/EFC) from January through May 2002, one in each New England state. The objectives of the series were to consolidate expertise in financing and coordinating projects that combine conservation and development on the landscape, and to identify key areas of unmet need that could be addressed by the NE/EFC. In any electronic commerce system, the heterogeneity of product descriptions is a critical impediment to efficient business information exchange. In the ABECOS electronic commerce system, buyer agents, seller agents, and directory agents liaise with one another in e-commerce activities. Only when agents have a common ontology of product descriptions (also called product schemas) are they able to interact seamlessly in e-commerce activities. This gives rise to the product schema integration problem (PSI); the problem of integrating heterogeneous schemas of a certain product into one globally compatible schema. In this paper, we construct and analyze a prototypical model of microscopic chaos. In particular, we extend the results of Beck and Shimizu to the case where the microscopic time scale r is no longer small. The upshot is that a non-Ornstein-Uhlenbeck deterministic process can generate a Gaussian diffusion process.

The management of hazardous waste disposal operations is extremely complex involving a multitude of environmental, engineering, economic, social and political concerns. This article proposes a framework to assist policy makers in the evaluation of logistic policies. A spatial general equilibrium based policy evaluation model is developed to calculate risk, cost, and risk equity tradeoff curves. This framework provides policy makers a tool with which they can relate resulting logistics patterns and their associated risk, cost, and equity attributes to original policy goals.

We consider the Weighted Constraint Satisfaction Problem which is an important problem in Artificial Intelligence. Given a set of variables, their domains and a set of constraints between variables, our goal is to obtain an assignment of the variables to domain values such that the weighted sum of satisfied constraints is maximized. In this paper, we present a new approach based on randomized rounding of semidefinite programming relaxation. Besides having provable worst-case bounds for domain sizes 2 and 3, our algorithm is simple and efficient in practice, and produces better solutions than some other polynomial-time algorithms such as greedy and …
