Means To An End: An Assessment Of The Status-Blind Approach To Protecting Undocumented Worker Rights, Shannon Gleeson

This article applies the tenets of bureaucratic incorporation theory to an investigation of bureaucratic decision making in labor standards enforcement agencies (LSEAs), as they relate to undocumented workers. Drawing on 25 semistructured interviews with high-level officials in San Jose and Houston, I find that bureaucrats in both cities routinely evade the issue of immigration status during the claims-making process, and directly challenge employers’ attempts to use the undocumented status of their workers to deflect liability. Respondents offer three institutionalized narratives for this approach: (1) to deter employer demand for undocumented labor, (2) the conviction that the protection of undocumented workers …

In the United States, as in other advanced industrial countries, worker participation in management has taken on increasing importance, placing pressures on employers and unions to change how they deal with employees/members, and with each other. This paper examines two of the most impressive cases in the U.S.: the partnerships between General Motors (G.M.) and the United Autoworkers union (U.A W.) at Saturn and between BellSouth and the Communication Workers union (C.W.A.). Insurgency And Institutionalization: The Polanyian Countermovement And Chinese Labor Politics, Eli D. Friedman

Why is it that in the nearly 10 years since the Chinese central government began making symbolic and material moves towards class compromise that labor unrest has expanded greatly? In this article I reconfigure Karl Polanyi's theory of the countermovement to account for recent developments in Chinese labor politics. Specifically, I argue that countermovements must be broken down into two constituent but intertwined "moments": the insurgent moment that consists of spontaneous resistance to the market, and the institutional moment, when class compromise is established in the economic and political spheres. Evaluating The Labor-Market Effects Of Compulsory Military Service, Thomas Bauer, Stefan Bender, Alfredo Paloyo, Christoph Schmidt

We identify the causal effect of compulsory military service on conscripts' subsequent labor-market outcomes by exploiting the regression-discontinuity design of the military draft in Germany during the 1950s. Consistent estimates of military service on lifetime earnings, wages, and days of employment are obtained by comparing men born before July 1, 1937 (the "White Cohort") who were exempted from compulsory military service to men who were born on or shortly after this threshold date and who faced a positive probability of being drafted. We find that the putative earnings advantage and wage premium of those who served in the armed forces …

The differences between collective bargaining for police officers and auto workers or between professional athletes and college professors are obvious and illustrate the richness and variety of contemporary collective bargaining. Foreign Debt, Trade Openness, Labor Force And Economic Growth: Evidence From Sri Lanka, Ramesh Chandra Paudel, Nelson Perera

This study examines the role of foreign debt, trade openness and labor force in the economic growth of Sri Lanka, by employing the Johansen maximum likelihood approach of cointegration. It analyzes the data for the period, 1950-2006. The study finds that there is a cointegration relationship between economic growth and foreign debt, trade openness and labor force. Further the results suggest that in the long run, labor force, trade openness and foreign debt have a positive impact on economic growth of Sri Lanka.

“Unfree" Labour On The Cattle Stations Of Northern Australia, The Tea Gardens Of Assam, And The Rubber Plantations Of Indo-China, 1920–50, Robert Castle, James Hagan, Andrew Wells

This chapter examines unfree labour in three industries in the nineteenth and early twentieth century. It focuses on the forms and consequences of protest which arose amongst workers in these industries in response to the conditions under which they were employed. The Assamese tea industry, Vietnamese rubber plantations and Northern Australian cattle ranching used differing means of production, technology and investment but all relied on colonial governments to enable them to recruit and retain a 'contracted' labour force. The forms of the labour relationship varied but led to protests which often took on a wider meaning in struggles for liberation.

The Interactive Effects Of Recruitment Practices And Product Awareness On Job Seekers’ Employer Knowledge And Application Behaviors, Christopher J. Collins

In this paper, I draw on research from the literatures on marketing and recruitment to identify how recruitment practices and company product awareness are related to job seekers’ application behaviors through three aspects of job seekers’ employer knowledge. Based on results from a within-subjects design with data from 123 recruiting companies and 456 student job seekers, my findings suggested the relationships between recruitment strategies and application intentions and decisions are moderated by product awareness. Specifically, low-information recruitment practices are significantly and positively related to application behaviors through employer familiarity and employer reputation when product awareness is low rather than high. …

Drawing on marketing and recruitment theory, we examined relationships between early recruitment practices, organizational factors, and organization-level recruitment outcomes, predicting that low-involvement recruitment practices, high-involvement recruitment practices, corporate advertising, and firm reputation would positively affect the quantity and quality of organizations’ applicant pools. We also predicted that corporate advertising and firm reputation would moderate the effects of the two recruitment strategies. Data for 99 organizations collected from multiple sources provided some evidence that early recruitment practices, corporate advertising, and firm reputation each had direct effects on applicant pool quantity and quality. Why High And Low Performers Leave And What They Find Elsewhere: Job Performance Effects On Employment Transitions, Charlie Trevor , John Hausknecht , Michael Howard

Little is known about how high and low performers differ in terms of why they leave their jobs, and no work examines whether pre-quit job performance matters for post-quit new-job outcomes. Working with a sample of approximately 2,500 former employees of an organization in the leisure and hospitality industry, we find that the reported importance of a variety of quit reasons differs both across and within performance levels. Additionally, we use an ease-of-movement perspective to predict how pre-quit performance relates to post-quit employment, new-job pay, and new-job advancement opportunity. [Excerpt] The test score decline between 1967 and 1980 was large (about 1.25 grade-level equivalents) and historically unprecedented. New estimates of trend in academic achievement, of the effect of academic achievement on productivity and of trend in the quality of the work force are developed. They imply that if test scores had continued to grow after 1967 at the rate that prevailed in the previous quarter century, labor quality would now be 2.9 percent higher and 1987 GNP $86 billion higher.

[Excerpt] High school career-technical education (CTE) is a massive enterprise. Last year high school students spent more than 1.5 billion hours in vocational courses of one kind or another. Of the twenty-six courses taken by the typical high school graduate, 4.2 are career-tech courses (NCES 2003a). Courses in general labor market preparation (principles of technology, industrial arts, typing, keyboarding, etc) and family and consumer sciences are offered in almost every lower and upper-secondary school. High school graduates in the year 2000 took 1.2 full-year introductory CTE courses during upper-secondary school and probably almost as many during middle school (NCES 2003a).

In this paper, we briefly describe the institutional background to Singapore’s successful national skills development model. We devise a tentative framework to evaluate national level skills development efforts, and we use it to assess the Singapore model. We argue that the model has the potential to constantly move towards higher skills equilibria, and in those terms, it is successful. However, we question the long-term sustainability of the model, and whether it is transferable to other developing nations. We outline several useful principles that other nations might use in organizing their own skills development systems.

This paper examines how the managerial labor market in nonprofit hospitals has adjusted to the financial pressures induced by HMO penetration. Using a panel of about 1,500 nonprofit hospitals over the period 1992–96, the authors find that top executive turnover increased following an increase in HMO penetration. Moreover, the increase in turnover was concentrated among the hospitals that had lower levels of economic profitability. While the link between top executive pay and for-profit performance measures was on average very weak, HMO penetration tightened that link: as HMO penetration increased, top executives were compensated more for improving the profitability of their …

‘When Unions Mattered': Assessing The Impact Of Strikes On Financial Markets: 1925-1937, John Dinardo, Kevin F. Hallock

This examination of the Stock Market’s responsiveness to strikes looks specifically at strike actions that labor historians generally view as the major ones occurring in the United States in the years 1925–37. The authors find that strikes had large, negative effects on industry stock value. Longer strikes, violent strikes, strikes in which unions “won,” industry-wide strikes, strikes that led to union recognition, and strikes that led to large wage increases were associated with larger negative share price reactions than were other strikes.
