The expansion of the Internet led to disruptive business and consumer processes, as existing regulations do not cover the scope and scale of emerging financial technologies. In Kenya, a 2013 presidential directive reserved 30% of government procurement opportunities for enterprises owned by women, youth, and persons with disabilities to promote economic empowerment; however, as of 2016, female entrepreneurs continued to be outpaced by their male counterparts. The lack of policy evaluation from the female entrepreneur perspective limits the ability to assess progress and identify obstacles. Through purposeful sampling and semistructured interviews, this qualitative phenomenological study obtained the perceptions of the implementation and impact of Access to Government Procurement Opportunities (AGPO) on economic empowerment from the perspective of 20 female entrepreneurs in Kenya previously awarded procurement contracts. …

There is a lack of knowledge regarding how public safety organizations communicate threat-related information at the local level. The purpose of this qualitative exploratory case study was to explore the benefits and challenges of sharing threat-related information between public safety agencies (law enforcement, fire services, emergency medical services, and public health) in Honolulu, Hawaii. Liberia, Africa's oldest democracy, has made several efforts in becoming a developed economy and ending poverty, but these efforts have been hampered by lack of appropriate financing mechanisms to achieve this goal. The District of Colombia poses a unique challenge to private employers because the passage of a local medical marijuana policy was instituted in a federalized district that is obligated to abide by federal Schedule 1 narcotic laws. Using punctuated equilibrium as the theoretical foundation, the purpose of this case study was to understand how managers maintain compliance and address the conflict between different levels of government.
