The effectiveness of tasks performed by the directorate of aeronautical engineering and squadrons in RSAF directly impacts flight safety, which in turn influences the organization either positively or negatively. Therefore, improving engineers' competencies will improve the overall performance of the organization. The study refined and reconstructed a model, namely a T-shape competency model, to assess the engineers' competencies which revealed some management and competency-related deficiencies and concluded with managerial recommendations.

Services provided by spacecraft, including communications and global positioning, are integral to small businesses, multinational corporations, and the United States Department of Defense. United States rivals recognize the need to undermine the military advantage provided by the space domain and are exploring ways to degrade these services in their warfare doctrine. Officer retention has been a longstanding problem for Air Force leadership. Both intuition and previous research suggest economic and demographic factors play important roles in an officers decision to separate from service. Leading economic indicators are nationally reported statistics that tend to be predictive of where the economy is heading. This work targets the research gap of how leading economic indicators explain and predict attrition. Due to the noisy, complex nature of the data, the model had varied success in accurately predicting future attrition rates. This thesis explores the changes in insights that result from using different types of models to assess the capability of deploying the Stryker Brigade within specific timeline goals. The thesis uses as its primary base a study conducted in 2002 by USTRANSCOM to evaluate the ability of Stryker to meet stated deployment timeline goals. Specifically, the author compares the outputs from four different models as they change over three different deployment scenarios and 10 different routes. The study investigates the relationships among the outputs of spreadsheet models, spreadsheet models with elements of variability added, and low- and high-level discrete-event simulations. …

The Air Force Petroleum Office at Wright-Patterson Air Force Base, Ohio collects JP-8 sampling data, but this data doesn't undergo analysis to determine the health of the base-level JP-8 fuel distribution system. Commanders possess no known confidence level when assessing base-level fuel health. Therefore, the objective of this research is to assess Air Force base-level fuel sampling data to determine the base-level sampling point that ensures a quality and healthy product at the aircraft. Previous research on completed defense R&D shows that contract expenditures can be fit well with a Rayleigh model. With fixed outlay rates, as prescribed by the OSD comptroller, the budget profile must have most of the funds in the early years to produce Rayleigh-distributed expenditures. R&D programs with more delayed funding profiles may also produce expenditures that a Rayleigh model fits through schedule slips and cost overruns. This research tests how well the initial funding profile produces Rayleigh-distributed expenditures that can be related to the program's final cost overrun and schedule slips. It is a well-known fact Army recruiters work very long hours in a demanding environment. In many cases, recruiting stations are geographically isolated from military bases, with recruiters often tolerating a high cost of living, crime, and other such adverse conditions that characterize the communities they work in. The job itself demands self-starting, motivated individuals with a wide range of skills, from street-savvy to salesmanship, in order to succeed. This research explores early life cycle software reliability prediction models or techniques to predict the reliability of software prior to writing code, and a method for increasing or improving the reliability of software products early in the development life cycle. Five prediction models and two development techniques are examined. Each model is statically analyzed in terms of availability of data early in the life cycle, ease of data collection, and whether data is currently collected. This research investigated the way four Air Force Materiel Command (AFMC) single manager organizations operationalized the Integrated Weapon System Management (IWSM) concept of "seamless processes." In this thesis, the IWSM concept of "seamless processes" refers to the degree of integration between acquisition and sustainment organizations. Four SPO organizations were involved in six case studies. This research focused on the way "seamless processes" affect the shifting of the organizational "center of gravity" within or between single manager organizations. Aeronautical Systems Center (ASC) system program offices rely on cost metrics to acquire information on program effectiveness and organizational improvement. This study was an attempt to determine the effectiveness of ASC’s cost metrics. The effectiveness of the metrics were determined by the desirability of the behaviors which are exhibited when individuals utilize the specific metrics. Implementing a Total Quality Management (TQM) philosophy is a common process in many organizations today. The United States Air Force is using the Malcolm Baldrige National Quality Award criteria to measure organizational performance in implementing the Quality Air Force (QAF) initiative. Unfortunately, the Baldrige-based unit self-assessment (USA) process is an inconsistent measure due to its subjectivity, and is also time consuming to use.
