Effective personnel management policies in the United States Air Force (USAF) require methods to predict the number of personnel who will remain in the USAF as well as to replenish personnel with different skillsets over time as they depart. To improve retention predictions, we develop and test traditional random forest models and feedforward neural networks as well as partially autoregressive forms of both, outperforming the benchmark on a test dataset by 62.8% and 34.8% for the neural network and the partially autoregressive neural network, respectively. Each year, the Air Force Personnel Center determines which career field newly commissioned officers will serve under during their time in the Air Force. The career fields are assigned while considering five priorities, dictated by Headquarters Air Force, Manpower and Personnel: target number of cadets, education requirements, average cadet percentile, cadet source of commissioning, and cadet preference. A mixed-integer linear program with elasticized constraints is developed to generate cadet assignments according to these priorities. In the Air Force, women represent 14 percent of officer ranks from O-5 level and above. Comparatively, the overall rate of women officers in service is 20 percent. Emergency demands for aircraft parts, MICAPs (Mission Impaired Capability Awaiting Parts) are one of the leading issues affecting mission capability supply rates for fighter aircraft. Cause code H MICAPS, those with a known demand level, but no supply available, are particularly troublesome and difficult to resolve. These MICAPS are due to failures by the supply chain to replenish stock levels within acceptable time limits. The initiative to reduce the Air Forces serious pilot shortage lead to the Pilot Training Next (PTN) program. Under PTN, student pilots progress at an individual rate while making increased use of simulator-based training resources. A previous thesis used data from the first PTN class to conceptualize and prototype a student training flight scheduler. This scheduler did not consider training events required to bring students back to achieved levels of performance if in fact that student performance had regressed. While it is generally believed that effective logistics management is associated with positive performance outcomes, the links between organizational practice and performance are understudied. This dissertation addresses such complex security threats using operations research techniques for decision making under uncertainty in operations planning, analysis, and assessment. First, this research develops a new method for robust queue inference with partially observable, stochastic arrival and departure times, motivated by cybersecurity and terrorism applications. The United States Air Force relies upon information production activities to gain insight regarding uncertainties affecting important system configuration and in-mission task execution decisions. Constrained resources that prevent the fulfillment of every information production request, multiple information requestors holding different temporal-sensitive objectives, non-constant marginal value preferences, and information-product aging factors that affect the value-of-information complicate the management of these activities. This dissertation reviews project selection research related to these issues and presents novel methods to address these complications. Quantitative experimentation results demonstrate these methods’ significance.

The 2016 NDAA authorized changes to the military retirement system transitioning from the legacy High-3 defined benefit annuity to the new Blended Retirement System (BRS). In exchange for a reduced defined benefit annuity, the BRS incorporates automatic and matching contributions to the member’s Thrift Savings Plan and a continuation payment offered at 12 years of service. In 2018,service members with less than 12 years of service will make an irrevocable decision between the two retirement systems. The United States Air Force (USAF) is concerned with managing its officer corps to ensure sufficient personnel for mission readiness. Manpower planning for the USAF is a complex process which requires making decisions about accessions. Uncertainty about officer retention complicates such decisions. We formulate a Markov decision process model of the Air Force officer manpower planning problem (AFO-MPP) and utilize a least squares approximate policy iteration algorithm as an approximate dynamic programming (ADP) technique to attain solutions. The algorithm proposed here is used for heuristic solutions for the Multimodal Multiple Vehicle Routing Problem with Unloading Capacity, Pickup and Dropoff, and Time Windows, solved so as to minimize the number of vehicles used, subject to varying objective function values for each vehicle. The MVRP is simplified and split into a routing problem and a scheduling problem. The routing problem is addressed by Dijkstra's Algorithm. The Air Force supply chain includes parts required to build, fix, or maintain aircraft delivered to the warfighter to carry out missions. Industry has shown that following Collaborative Planning, Forecasting, and Replenishment (CPFR) concepts, particularly reducing inventory through accurate demand forecasts, has increased profits in part by lowering the holding costs of inventory and increasing sales. According to many, the readiness of America's forces deteriorated in the 1990s. In the Air Force, the combat readiness of its fighter aircraft has declined. One of its indicators of combat readiness, the mission capable rate, is used to identify the percentage of aircraft unable to perform their missions. From FY94-FY98, the aggregate total not mission capable rate for maintenance steadily increased from 14% to 18.2% while total not mission capable rate for supply increased from 5.5% to 17.5% between FY86 and FY00. The purpose of this study was to determine how much time Air Force acquisition engineers spend in performing management functions, how those engineers spend in performing management functions, how those engineers perceive their management training, and which types of training contribute the most to managerial competency. The results from surveys of 215 acquisition engineers assigned to ASCEN, Wright-Patterson AFB, OH and their supervisors revealed that engineers do indeed spend substantial amounts of time performing management functions. Slightly more than half the engineers reported spending at least 50 of an average workday performing management functions. Over 53 of engineers responding to …
