Across the world the number of children needing a foster home is increasing; however, the number of individuals willing to foster a child is decreasing. It is therefore critical to gain insight into the barriers preventing people from fostering a child. Using data from a 2009 survey of 756 Australians, combinations of barriers are investigated by conducting a posteriori segmentation analysis within the market of potential foster carers. Four segments are identified and profiled to determined significant differences in terms of psychological and socio-demographic characteristics. Most research focusing on foster placement success or the characteristics of good foster carers is based on the opinions of people currently involved in the foster care system, such as foster carers, social workers or children in care. The few studies which include former foster children usually collect factual (usually quantitative) data to evaluate their pathways or achievements since leaving care, such as educational attainment or employment. Foster Carers In New South Wales: Profile And Projections Based On Abs Census Data, Peter Siminski, Jenny Chalmers, Marilyn Mchugh

Administrative data on foster carers in New South Wales (NSW) are sadly lacking. Based on research commissioned by the NSW Department of Community Services, this paper uses the Australian Bureau of Statistics Census of Population and Housing and other data to provide up to date information on the characteristics of foster carers and the demographic trends that are influencing their numbers. Census data indicate that foster carer families are most likely to contain women aged 35-54 years, not in the labour force. Couples account for two thirds of all foster carers, with the majority of those couples also caring for …
