Government Program Decision Analysis In Nebraska At The Farm Level, Tatum R. Brunkow

The one-year extension of the 2018 Farm Bill until September 30, 2024, has extended several government programs for the 2024 crop year including those in Title I: Commodities. This analysis looks at three different financial scenarios and analyzes five different alternatives for a case farm to select the optimal farm program decision for the operation by evaluating net farm income. Since 2021, eligible producers have been able to elect either Agriculture Risk Coverage (ARC) or Price Loss Coverage (PLC) for their operation on an annual basis. Irrigation is a crucial management practice that can help increase food security among smallholders globally while mitigating climate change impacts. High-efficiency irrigation technologies such as drip kits and sprinkler systems are relatively expensive and smallholder farmers cannot afford them to buffer crop yields against low precipitation. In many developing countries, farmers participate in robust informal markets for renting and sharing of irrigation equipment. Such services may be operated by farmers or via a third party such as irrigation start-ups, water user associations, non-governmental organizations, or even government agencies. These services are referred to collectively as Irrigation-as-a-Service (IaaS).

Released by the Federal Reserve Bank in June of 2021, the Scaled CECL Allowance for Loss Estimator (SCALE) is meant to assist community banks implementing the new Current Expected Credit Loss (CECL) accounting standard. The efficacy of this method is important to community banks and financial institutions considering the use of SCALE to estimate expected future losses. Using quarterly Call Report data, two separate analyses of the SCALE method are conducted. In this thesis, we examine the role of local ethanol plants on net price received by Nebraskan corn growers, with net price comprised of the grain buyer’s bid onsite less the transportation cost incurred through delivery. As each farm operation is uniquely located between different sets of grain buyers, an ethanol plant impacts each grower’s net price to a different degree, depending on location. Exploring this, we use grain bid and transportation cost data based on actual ethanol plants, grain elevators, and sample farm locations in Nebraska, estimating the diversely located corn grower’s net prices received from surrounding grain buyers. …

Estimating site-specific crop yield response to changes to input (e.g., seed, fertilizer) management is a critical step in making economically optimal site-specific input management recommendations. Past studies have attempted to estimate yield response functions using various Machine Learning (ML) methods, including the Random Forest (RF), Boosted Random Forest (BRF), and Convolutional Neural Network (CNN) methods. This dissertation analyzes the policy designs and economic benefits of a land conservation practice called prairie strips. The first chapter investigates the impact of policy designs on individual household preferences. The study measures the value that Iowa residents place on the ecosystem services of prairie strips and determines if that value changes under different policy designs. The policy design treatment varies in who runs the program and who has enrollment priority. The willingness to pay (WTP) for ecosystem services is estimated using stated preferences from a choice experiment. Each year producers must make risk management decisions early in the growing season when many variables are unknown. In this thesis we create an empirical model utilizing thirty years (1989-2018) of historical yield, cost, and daily price series data, to determine the optimal risk management strategy of crop insurance and an intra-season marketing plan that will both minimize net income risk and maximize average net income. Optimal N fertilizer rates for corn (Zea mays L.) vary substantially within and among fields, and by corn growth stages. Improving N side-dressing management can improve fertilizer use efficiency, farmers’ profitability, and the sustainability of crop production. The objective of this study is to introduce a framework along with a methodology that can find the site-specific economically optimal N rates (EONRs) within one field for a particular growing season. Variable Rate Prescriptions used by farmers to apply agricultural inputs are largely privatized and are normally seen only by the farmer that applies the prescription and the consultants whom create the prescription maps. Farmers need a way to evaluate the prescriptions that are being applied to fields. This paper explores modeling techniques which could be applied by farmers to determine the profitability of a particular consultant. Regression modeling is used on field trials which have been divided into site-specific management zones (SSMZ) based on a consultant’s variable rate prescriptions. This thesis consists of two chapters using agent-based modeling for a crop-livestock production system incorporating human labor. The first chapter examines the principles used to develop a fundamental simulation pertaining to grazing cereal rye (Secale cereal L.) with calves. Within the software guidelines, the base model has the ability to capture diverse system interactions between livestock/plants and land management with human labor efficiency. The U.S. is the largest consumer of mushrooms and the share of imports in total consumption of mushrooms has been rising and will likely continue to rise as U.S. consumers increasingly adopt healthier diets. This dissertation consists of three essays. The first essay examines the impact of the 2012 drought and the biofuels mandate on the U.S. grain and livestock markets. A stochastic equilibrium displacement model is used to analyze the impact on eight commodity markets viz. beef, pork, poultry, corn, distillers’ grain (DG), soybean, soymeal, and ethanol. Among the eight markets, corn and beef are found to be the most vulnerable to drought. The use of Renewable Identification Number (RIN) credits as an instrument to mitigate the impact of drought has limited effectiveness. A mandate waiver of about 23% is required to fully …

A non-pregnant cow is a liability to a producer. Over the last four years, cow-calf producers have had an increased number of non-pregnant cows due to factors like environmental conditions and diseases like trichomoniasis. While most research has indicated that culling a non-pregnant female and replacing the cow with retained heifers, purchased heifers, or purchased cows are the only economic alternatives, recent trends in the cattle market have suggested that keeping a non-pregnant cow may also be an alternative.
