Three specific recent developments in the evaluation of UK university research—the Research Assessment Exercise, the common performance indicators for the research councils, and the ‘evaluation portfolio’ of the Economic and Social Research Council — are described, and how they work in practice is examined. As in other countries, we find some tension between the criteria of excellence and socioeconomic benefit in valuing research outcomes. Driven by government policy, the primacy of peer evaluation based on publications is being strongly augmented by methods and performance measures that attempt to capture the broader benefits and impacts of academic research within the context …

This paper examines how federal systems of government in Canada and Australia deal with the challenges of promoting regional innovation and knowledge-based industries. It focuses on selected cases of federal and regional (provincial or municipally based)policy initiatives and structures that support cross-sector collaboration between ‘knowledge institutions’(such as universities) and locally based industries. The study reveals both anticipated commonalities in and unexpected differences between the Canadian and Australian innovation environments and policy approaches. Federalism, resource-based economies and sparse population have led to similar concerns and solutions. An international study compared methods used to monitor and evaluate the outcomes of university research in the United States, Canada, the Netherlands and elsewhere. It aimed to provide a foundation for improving the evaluation of research and research training in Australian universities. Evaluation methods were considered in terms of their audience, the type of outputs, outcomes or impacts being measured, and the types of research funding support schemes to which they were applied. The study found that Australian research agencies are generally in line with ‘common practice’ in the countries studied, and in some cases in advance of it. The …

In this article we trace changes in the institutional and social dynamics that have steered cross-sector R&D collaboration in Australia. Public policy provided the initial push toward cross-sector collaboration. The Cooperative Research Centres (CRC) Program is Australia's most longstanding national arrangement for industry-university-government research collaboration. Over the past two decades the program has grown to become the dominant model for cross-sector R&D cooperation in the country. Because of the size of the program in the Australian innovation system it has also become a major focus for debate about science policy. Conceptual models of regional innovation systems have prompted major government initiatives in Europe and North America to assess and to promote local innovation and learning capabilities. In Australia, by contrast, local governments and other local organizations concerned with economic and social development are faltering. Lacking is (1) a conceptual understanding of local knowledge and innovation networks; (2) data on local innovation actors and activities; and (3) clarity on the most effective ways for municipal and regional government to 'construct advantage' in a federal system.
