United States Air Force (USAF) aircraft parts forecasting techniques have remained archaic despite new advancements in data analysis. This approach resulted in a 57% accuracy rate in fiscal year 2016 for USAF managed items. Those errors combine for $5.5 billion worth of inventory that could have been spent on other critical spare parts. This research effort explores advancements in condition based maintenance (CBM) and its application in the realm of forecasting. It then evaluates the applicability of CBM forecast methods within current USAF data structures. This study found large gaps in data availability that would be necessary in a robust …

To support smaller reparable asset inventories, current Air Force supply and transportation policies direct the expedited evacuation of reparables by bases and deployed units to the source of repair. Mode selection is based on the asset. Focusing on the asset and moving it quickly is an efficient and effective method of getting assets to where they are needed in a timely manner in the forward portion of the supply pipeline. However, in the reverse portion of the pipeline, the demand for a particular type of asset may no longer be the most important factor in how it is transported. The …

A Mobility Readiness Spares Package (MRSP) is an air-transportable package of spare parts configured for rapid deployment in support of conflict or war. Each package is tailored to support a specific scenario, for a specific type and number of aircraft without re-supply for the first 30 days of deployment. Inventory is limited to mission-critical spares. The high cost of airlift and spares drive a necessity to keep MRSPs as small as possible, yet robust enough to meet wartime goals. Traditionally, logistics analysts have treated the delivery problem separate from the inventory and repair problems. In other words, each of these three problems-delivery, inventory, and repair-are treated individually. We combine the vehicle routing problems and inventory allocation problems in a single formulation. Furthermore, lateral re-supply is considered, in that supplies are not only available from the main depot, but also from other bases. After we get the lateral re-supply information, we set a delivery allocation plan out of the main depot. Such allocations are then delivered via vehicles stationed at the main depot. Current Foreign Military Sales FMS models provide stock levels that result in a very low system availability or a funding requirement that exceeds the overall budget. The purpose of this research was to determine if an inventory model exists that can be used in FMS reparable sparing to provide a more efficient and economical inventory purchase. The Aircraft Sustainability Model ASM is such a model, providing the most aircraft availability possible from a given inventory investment by computing the optimal number of spare parts to buy for each item. This study examined the reparable logistics pipeline and identified characteristics and associated problems with the processing of Foreign Military Sales (FMS) repair and replace aircraft assets. Areas of investigation included examining the FMS logistics reparable pipeline and determining what section of the pipeline the USAF controls or can influence, identifying the individual problems within that section of pipeline, and collecting and analyzing data pertaining to FMS repair and replace requisitions. The methodology used in these areas involved a literature review, personal interviews with Foreign Liaison Officers to obtain customer perspectives, and a statistical analysis of pipeline times for all FMS …
