Inefficiencies in the healthcare system are a growing concern. Long wait-times are a concern at military clinics because it takes servicemembers away from performing their duties. Managing wait-times are particularly challenging due to frequent relocations of servicemembers and variable patient demands that are less likely to be experienced by civilian clinics. Many firms generate revenue by successfully operating machines such as welding robots, rental cars, aircraft, hotel rooms, amusement park attractions, etc. It is critical that these revenue-generating machines be operational according to the firm s target or requirement; thus, assuring sustained revenue generation for the firm. Machines can and do fail, and in many cases, restoring the downed machine requires spare part(s), which are typically managed by the supply chain. Many databases rely on documents (research) of the past to input data to create a comprehensive database. The Selected Acquisition Report (SAR) is one such document. The SARs are pervasive documents that have undergone decades of scrutiny by Congress and watchdog organizations such as the Government Accountability Office. The Air Force currently spends approximately $ 10 million dollars annually on fuel support for the U-2 aircraft. The U-2 has used a jet fuel known as JPTS since the aircraft's development in the 1950's. JPTS is a specialty fuel used only by the U-2 and is produced by two oil refineries in the United States. As such, it has limited worldwide availability and costs over three times the per-gallon price of the Air Force's primary jet fuel, JP-8. Each year the Department of Defense (DoD) spends billions of dollars on information technology (IT) outsourcing. However, little formal or academic guidance has appeared that explains how, why, or even when this occurs. This study presents and evaluates several determinants that may impact a decision to outsource information technology systems in the Department of Defense. It begins with the development of a conceptual model, which was created using semi-structured interviews and an extensive literature search. With the decreasing budget that gets allocated to the Department of Defense each year, the government needs to be able to acquire more with less. This has a direct impact on how source selections are conducted. This research proposes a method using four different levels of cost that will provide the government with the best overall value in the conduction of source selections. This differs from previous source selections, because source selection teams, in general, only considered proposal price in their evaluation.

Increasing costs, complexity and demanded endurance have been typical characteristics of new weapon systems during the last decades. Meanwhile, severe contraction of defense budgets makes cost effective and well-planned acquisition crucial to ensure weapon system whole life supportability. This qualitative research explores the role of acquisition logistics in the endeavor of purchasing effective, efficient, and supportable systems in four countries, namely the United States, Australia, Spain, and Portugal. This thesis discovers issues universities use when deciding what types of exams will be used for distance education students. Many universities conduct distance education courses electronically but do not conduct the evaluation instruments electronically. Universities across the country, diversified by academic rankings, tuition, and student population were interviewed. Results generally revealed security concerns as the most prevalent reason for universities avoiding electronic exams. However, some universities have created evaluation methods to mitigate the security risks and perform electronic assessments such as projects or exams that are tailored to reduce the possibility of cheating. Air Force policy states the fundamental reason for participating in technology transfer is to maximize the return on investment (ROI) on research and development (R&D) funds. Public law dictates that federal agencies, including the Air Force, are to spend no less than 0.5% of their overall R&D budget in the pursuit of technology transfer. This study examines the cause of cost overrun recoveries within Department of Defense DoD contracts. In this time of extremely limited congressional funding, it is crucial the DoD avoid cost overruns. Information provided to contracting officers and contractors which would help avoid cost overruns would prove extremely valuable to the DoD. This study attempts to address this problem in two ways determine the cause of overrun recoveries determine whether a statistical difference in cost and schedule performance exists among DoD contractors.
