The advent of federal funding for rural social services during the late 1960s and 1970s brought about changes in the political organization of rural America. A host of new organizational actors, like Area Agencies on Aging and various local aging agencies were created in rural communities across the country, in the wake of Baker v. Carr with its “one man/one vote” principle and funding through programs like the Economic Opportunity Act and the Older Americans Act. The focus of this major legislation was on physical and social improvement of the community. The one unprovided area was economic development."

Daniel Saye Hollis (1885-1981) was a politician and community leader from Rock Hill, SC. The Daniel Saye Hollis Papers consist of correspondence, speeches, legislative bills, reports, newspaper clippings and other material relating to Hollis’ career, term of office as a member of the South Carolina House of Representatives, York County politics, and the South Carolina Democratic Party. Of particular interest is a memoir entitled, “I Remember," which focuses on his early life, rural attitudes, and growing up in a southern rural community in the early 1900s.
