For the fourth year in a row, WalletHub has named Utah as the worst state in the nation for women’s equality in their report “2021’s Best & Worst States for Women’s Equality,” released August 23, 2021. To ascertain where women receive the most equal treatment, WalletHub’s analysis compared the 50 states across 17 key indicators of women’s equality. The indicators ranged from the gap between the number of female and male executives, to the disparity in unemployment rates for women and men, to gender differences in education and health.

In 2016, the Utah Women & Leadership Project (UWLP) released a research snapshot called “Voting and Civic Engagement Among Utah Women.” At the time, despite having a strong history of women’s political and civic involvement, Utah had fallen to the bottom of national rankings in terms of women’s political participation. In 2019, UWLP released an update of this report, which showed some improvement in voter participation rates for both the United States and for Utah women. This idea sheet is based on input from 20 former and current mayors representing a variety of cities and towns across Utah. Discussions in the spring of 2021 focused on a myriad of ways mayors can increase the impact of Utah girls and women. For example, mayors discussed the importance of mentorship starting at a young age and continuing into adulthood, as well as building strong networks and relationships. They also discussed the need to champion more inclusive and family-friendly policies and programs. The COVID-19 pandemic of 2020–21 has affected workers across the globe, and women in the workforce have been disproportionately impacted, including those who live in Utah. The pandemic affected every aspect of life, especially physical and mental health. While the fatality rate has been higher for men, the pandemic impacted women’s mental health at a higher rate with more women being laid off or furloughed in certain industries (e.g., retail, food services, hospitality), experiencing increased workloads in other sectors (e.g., healthcare, education), absorbing greater unpaid caregiving responsibilities from homeschooling and childcare disruptions, and reporting elevated instances of domestic violence. Women, especially those from highly religious societies, are underrepresented in professional and civic leadership positions. Considering how women's life experiences, especially from religious volunteer opportunities, can be reframed as training for broader leadership roles could help address this disparity. The potential for women to learn leadership skills from volunteer religious service is an overlooked, but possibly important, means of transferability to larger leadership roles. The current article describes a qualitative study of women's perceptions of leadership skills gained while serving as full-time volunteer missionaries for The Church of Jesus Christ of Latter-day Saints during young adulthood. The COVID-19 pandemic of 2020–2021 continues to impact all Utahns’ daily lives. Nationally, the Bureau of Labor Statistics, Pew Research Center, the Federal Reserve Bank, and sources such as the Wall Street Journal continue to report that women’s employment and careers have been disproportionately impacted during this time. Utah has seen similar negative impacts on working women. For example, the Kem C. Gardner Policy Institute at the University of Utah reported that from 2019 to 2020, jobs held by women declined at a rate more than double that of men, and unemployment rose more for females than males.

As women’s political presence and influence have slowly continued to increase, the way they have been represented in the media has also evolved. Research spanning the past several decades indicates that women politicians continue to be disadvantaged in the way they are covered by the media. The COVID-19 pandemic of 2020–2021 has impacted every Utahn in significant ways. Yet, research has found that women have been even more negatively impacted than men. For example, nearly 3 million American women have left the labor force over the past year and not returned. In Utah, from 2019 to 2020, jobs held by women declined at more than twice the rate of men. Research shows that communities and organizations increasingly thrive when men and women work together in leadership roles. Gender inclusivity benefits not only businesses, churches, schools, and state legislatures, but also state and local governments. American democracy is grounded in the idea of representation. “Representative bureaucracy” is the term for government entities employing a workforce that shares the demographic characteristics of the communities they serve, and the combined experiences and perspectives of that workforce represent and benefit all residents within its purview. This includes the thousands of government professionals who run the daily functions of municipalities within the State of Utah.

Throughout much of history, women have been seen as an extension of their male relatives when it comes to finances; American women were not allowed to own property in their names until the mid-1800s, overt pay discrimination was legal until 1963, and women could not access credit on their own until 1974. Hence, it is only in the last half century or so that women in the US have been able to participate fully in the financial matters that affect their everyday lives. Utah has a strong history of women’s political and civic involvement. The state was an early leader in giving women the vote, was home to the first female state senator in the nation (MacKay, 2005), and, as recently as 1996, had the strongest women’s voter participation in the United States (Davidson, 1996). However, these factors do not give the full picture; and in 2015 the Institute for Women’s Policy Research (2015) ranked Utah dead last in the area of political participation. Over the past half-century or so, Utah women’s participation in the labor force has steadily increased at a rate of about 8% per decade (Utah Women & Leadership Project, 2019). According to the most recent (2017) U.S. Census Bureau estimates, women in Utah make up 45% of the state workforce, which is slightly lower than the U.S. women’s share of the national workforce, 47.8% (United States Census Bureau, 2017a). In general, Utah women are about as likely to be employed as U.S. women, but Utah women are less likely to work full-time year-round (Department of Work-force Services, 2014). Numerous factors …

Employment opportunities in Science, Technology, Engineering, and Math (STEM) sectors in Utah are estimated to reach 101,000 by 2018 (Carnevale, Smith, & Melton, 2011). These jobs are recognized nationwide as being well-compensated and generally recession-proof. Yet Utah women continue to hold a lower percentage of STEM-sec-tor jobs than women nationally; in fact, Utah is ranked last in the United States in terms of the percent of women employed in STEM. According to a recent article in Utah Business Magazine, Utah had the strongest job growth in the nation in 2018, with no signs of slowing down. Forbes ranked Utah second in their 2018 Best States for Business scorecard, moving it up from third the previous year. Given the increase in the number of high-tech firms in Utah, it should come as no surprise that many jobs are based in the STEM (science, technology, engineering and mathematics) fields. Substance use disorders, including the opioid epidemic, have reached crisis levels throughout the United States, and Utah is no exception. In 2017, more than 72,000 Americans died from drug overdoses, a number that has doubled in the past decade. According to the Centers for Disease Control, 635 Utahns died from a drug overdose in 2016; that is 22.4 per 100,00 population, a rate that was above the national average of 19.8 and the 19th highest in the nation for that year. Although in Utah and the U.S. as a whole, men are more likely to die from a drug overdose, …
