This paper addresses the problems of aggressive rent-seeking activities by patent assertion entities (PAEs), especially those involving patent thickets. It analyzes the fundamental differences in the strategic interests of practicing entities and PAEs and explains why those differences affect the conduct of PAEs and increase the opportunities for, and economic harm caused by PAEs’ rent-seeking and patent holdup. It also addresses the anticompetitive harms caused when practicing entities transfer patents to PAEs, especially those that incentivize assertion of the transferred patents against their competitors, i.e. “patent privateering.”

The analysis examining “The case of Microsoft’s Surface Tablet” was developed in the Spring of 2013, but the predictive ability of SWOT analysis is borne out by current events with Steve Ballmer announcing his retirement and Microsoft’s purchase of Nokia’s mobile division. The purchase of Nokia’s mobile division was enabled by the financial assets of Microsoft highlighted by the article, and it fills two strategic needs.

The dynamics of globalization have prompted governments to re-examine accustomed policies, and search for alternative strategies, in order to re-position their economies for the future. This paper explores the spatial context of state involvement in the new economics of competition, with the focus on Singapore's much publicized, and controversial, orchestration of its state enterprise network to encapsulate economic space for Singapore-based firms to expand into the Asian region. This strategic initiative is promulgated on the exportability of Singapore's æstate credibilityÆ, systemic and operational efficiencies, and technological competencies, to locations where these attributes are less certain. The apparent success of Singapore-styled industrial parks in attracting foreign investments into the emerging Asian economies to capitalize on cheap and abundant resources has led, pari passu, to a mushrooming of similarly-patterned competitor parks in close proximity to the flagship projects. Many of the competitor parks offer either similar or comparable facilities, lower rates, or, in some cases, both. The ensuing dynamic competitive interactions between the competitor parks and the Singapore-styled parks have forced a re-examination of the viability of the Singapore advantage in navigating the economics of competition, and in sustaining competitive advantage. An economic perspective on Internet security is useful not only for identifying weak spots, but also for finding solutions to security problems. It focuses on the behaviour and economic incentives of both infrastructure providers and end users. Individual parties may have insufficient incentives to invest in cybersecurity. The free play of markets markets may not deliver a socially optimal level of security on the Internet for at least three reasons: information asymmetry, externalities and market power. The general purpose of this study is to propose a methodology that can be employed in the application of facial recognition systems (FRS) to determine if a statistically significant difference exists in a facial recognition system’s ability to match two dissimilar skin tone populations to their enrolled images. We introduce a weakening of standard gametheoretic δ-dominance conditions, called dominance, which enables more aggressive pruning of candidate strategies at the cost of solution accuracy. Equilibria of a game obtained by eliminating a δ-dominated strategy are guaranteed to be approximate equilibria of the original game, with degree of approximation bounded by the dominance parameter. We can apply elimination of δ-dominated strategies iteratively, but the for which a strategy may be eliminated depends on prior eliminations. We discuss implications of this order independence, and propose greedy heuristics for determining a sequence of eliminations to reduce the game as far as possible …

A generic structure of an Innovation Rule is first introduced followed by a discussion using specific instance of an Innovation Rule. This paper explores knowledge services clusters (KSCs) as a distinct and increasingly important form of geographic cluster, in particular in emerging economies: KSCs are defined as geographic concentrations of lower-cost skills serving global demand for increasingly commoditized knowledge services. Based on prior research on clusters and services offshoring, and data from the Offshoring Research Network (ORN), major properties and contingencies of KSC growth are discussed and compared with both high-tech clusters and low-cost manufacturing clusters. The development and implementation of renewable energy power plants is important for Chile in order to increase energy security, supply remote mines with electricity, and eventually decrease energy costs. The Chilean government has promoted renewable energy and attracted Foreign Direct Investment (FDI) to develop large-scale renewable energy projects. However, the policies cannot sufficiently attract FDI in unproven renewable energies such as Concentrated Solar Power, though it is proven elsewhere.
