Exploring Rwanda's Continuing Education Capacity For Information Communications Technology (Ict) Skills, Li Keen Lim

As Rwanda strives to become the ICT hub of the region, it will need to develop its greatest asset: its people, in ICT skills. This exploratory study used 30 semi-structured interviews, observation and secondary data from different sources, schools, students and NGOs, to answer a simple question: how does an everyday, working adult Rwandan learn new computers skills for a new computer age? This study found that a wide variety of suppliers fulfil different niches that give prospective students a range of prices, content, schedules, certification, practices, etc., and that demand is increasing for a host of different reasons. When The Health System Fails You: Maternal Care Under Kenya’S 2017 Nurses' Strike, Tessa Coughtrey-Davenport

This study focuses on the 2017 nurses’ strike and how the crippling of the public health system impacted maternal care in Kisumu, Kenya. Kenya has one of the highest maternal mortality ratios in the world, and there have been many efforts to reduce this, such as delivery with a Skilled Birth Attendant and attending antenatal care visits, all of which are centered around a functioning health system. The research team used a combination of interviews with key populations and analysis of service delivery data at local health centers to evaluate the effects of the strike on maternal care. This research seeks to explore the interpretation and application of Participatory Monitoring and Evaluation (PM&E) in the context of Educational Empowerment by analyzing insights gathered from multiple stakeholder groups in four cities of Pakistan, Islamabad, Lahore, Quetta, and Peshawar. Analysis of the findings reveals nuances of PM&E, including “Equality and Equity, Respect and Tolerance” (pg. 58-61) that limit the potential of this transdisciplinary empowerment process. Empowerment and educational programs often employ the continuous processes of Monitoring and Evaluation (M&E) to gain an understanding of the implementation, efficiency, impact, and overall performance of the program. Perhaps the greatest reminder of the economic inequities in American society is the drastic deficiencies in educational outcomes, based on class and race. Birmingham, Alabama, vividly portrays this reality. Families with means send their children to private schools and/or concentrate in the suburbs, leaving largely poor, and oftentimes, predominantly minority in densely populated crime-ridden areas with suboptimal schooling. The schooling patterns are clearly reflected in the economic outcomes, though Black are a majority in the city they are vastly underrepresented in the middle to upper middle class, while grossly overrepresented among those in poverty. International mobility efforts in the United States have garnered increased attention and funding in recent years, with such government-led initiatives as Generation Study Abroad and 100,000 Strong driving up inbound and outbound student numbers. Recent inbound mobility reports from the Institute of International Education show double-digit percentage increases in international student enrollment. Other countries also experiencing an influx of international students continue to research these trends to shape their own education strategies. In January 2017, Jifundishe, a small, local nonprofit organization based in Ngongongare, Tanzania undertook its first strategic planning process. I was asked to design and lead this initiative for the organization, finding a way to introduce tools and resources so that they, or a similar organization, could replicate the process in the future. To better reflect the values, culture, and constraints of Jifundishe, the methodology selected to drive the process was Appreciative Inquiry (AI). Lower Mustang, Nepal is famous across the country for its well-known trekking circuit and an agricultural climate especially suitable to apple cultivation. Home to the indigenous Thakali ethnic group, the region was made accessible by motor vehicle via the Jomsom-Beni road just ten years ago. While before the road transportation of fresh apples was nearly impossible, necessitating the production of dried apples and apple brandy, now farmers make a lucrative profit off of high demand throughout the country. Connecting the entirety of Southeast Asia to the Indian and Pacific Oceans, the South China Sea is among the world’s most vital commercial and strategic arenas. Robust shipping lanes funnel several trillion dollars in trade through the South China Sea annually; and lucrative fisheries and potentially vast hydrocarbon resources fill its waters. The South China Sea also hosts a tremendously complex geopolitical puzzle which hinges on overlapping maritime sovereignty claims made by Vietnam, China, Philippines, Malaysia, Taiwan, and Brunei.
