The federal government relies heavily on outside contractors to provide essential research and services. Student loan debtors who spend their loans on non-educational expenses increase the likelihood of financial hardship once they begin repayment. Contributing to the financial struggles of student loan debtors is an overly-complicated student loan system which can entangle borrowers with unclear financial statements and a glut of federal loan repayment programs.
