Since the Biden administration has provided implication that the hope is for state and local governments to adopt net zero emission federal vehicles, it is important to see how this might work for a county in a rural area of Arkansas. Food insecurity refers to the uncertainty of having or acquiring enough food to sustain all members of a household. In 2019, 10.5% of households in the United States reported being food insecure. Of that number, 4.1% of households reported ‘very low food security,” meaning that there were additional periods of time in which one or more household members restricted or forfeited their food intake due to lack of money or other resources (USDA, 2020). The Cooperative Extension System (CES) has had a long-standing problem with the retention of its county Extension agents (CEAs), who are in charge of running various programs in over 3,000 counties within the United States. When a CEA leaves a county, voluntarily or involuntarily, the community members are left without that leader, and their needs go unmet, which was proposed to increase voluntary turnover among CEAs even further. Arkansas CES has had its problems with turnover, and studying this issue through the lens of Job Embeddedness Theory was identified as a gap in the literature.
