The purpose of this study is to examine the public participation mechanisms employed for a proposed new infrastructure project. Public participation is a core characteristic of a contemporary democratic society as policy makers are increasingly encouraged to engage with citizens for learning and legitimacy. Participation is a loose concept with many forms and interpretations. This study explores the key characteristics of public participation formats, challenges to and the criteria for success. Festivals have been conceptualised as serious leisure activities as well as arenas for cultural capital acquisition and embodiment. However, there is still theoretical confusion surrounding the process of cultural embodiment, especially in leisure practices. This paper suggests that the serious leisure perspective, in combination with cultural capital ideas, offer a means of deepening understanding of how cultural capital can be embodied in festival settings. To make its arguments, the paper draws on qualitative data collected at two long-established literary festivals, one in Ireland and one in Italy. A Conservation Management Plan for the State-owned lands at the Hill of Tara was commissioned by the Minister for Culture, Heritage and the Gaeltacht in January 2018. As an element of this at the request of the Heritage Council and the Discovery Programme, a visitor profile was undertaken by staff and students of the School of Hospitality Management and Tourism, Dublin Institute of Technology (DIT). According to the Office of Public Works (OPW), over 200,000 people visit Tara archaeological site each year, and the site is being actively promoted as part of the Ireland’s Ancient East brand by Fáilte Ireland. …

Selective industrial policy in the United Kingdom is conventionally believed to have vanished prior to the global financial crisis. This article, in contrast, argues that industrial policy remained an intrinsic, if seldom acknowledged, element of neoliberal statecraft. The basis of this is a subterfuge, conceptualised here as a ‘dual industrial policy’, which we explore via an empirical focus on the Thatcher governments. Throughout this time, actions explicitly endorsed by governments as industrial policy generally corresponded with neoliberalism’s hostility to intervention. This study explored how local communities can increase their ‘self-help’ capacity and achieve locality development from a grassroots level, and from an Effectuation perspective. This study explored the micro factors that enable transformational activity and explored the effectiveness and relativeness of government policy in reducing barriers to locality development.
