Environmental nonprofit organizations have emerged to attend to the environmental needs of individuals and communities. Some of these needs are usually those that have been neglected, given insufficient attention, or cannot be singularly handled by the government. In advocating for coastal resilience, environmental nonprofits have been identified as actors who address coastal issues like sea-level rise, flooding, and shoreline management.

Government regulators cannot mitigate the loss of wetlands and coastal erosion alone. Nonprofits, uniquely situated between coastal property owners with personal interests and governments with regulatory interests, are positioned to mediate the interests of different parties while considering local context and individual circumstances. However, it is unclear what roles environmental nonprofits play within the network of actors. This chapter evaluates the 12 countries' capital management practices according to the systematic public capital management and budgeting process described in Chapter 1. The chapter characterizes and classifies the management practices of the twelve countries based on the authors' evaluation using the case study descriptions. The authors offer some initial observations based on comparisons across the case study countries and analysis of relationships between capital management and budgeting practices and political, economic, and public sector variables. The paper presents an approach, based on business processes, assessment and control of the state of the state institution, the social insurance Fund. The paper describes the application of business processes, such as items with clear measurable parameters that need to be determined, controlled and changed for management. The example of one of the business processes of the state institutions, which shows the ability to solve management tasks, is given. The authors of the paper demonstrate the possibility of applying the mathematical apparatus of imitative simulation for solving management tasks.

Corruption May Worsen In Democratizing Economies: But Don't Let It Erode Our Faith In Democracy, Shaomin Li, Ilan Alon, Jun Wu

This commentary is based on a recent study we conducted on the relationship between regime type, corruption, and economic development. We build a theory that links corruption and regime type to economic growth and test it on 158 countries, using multiple databases including Polity IV, transparency international, the World Bank, and others. We first distinguish three regime types, autocracy (dictatorship), anocracy (countries in early stage of democratization), and mature democracy. We found that when autocratic countries begin democratize, corruption usually gets worse. As the infant democracies mature, corruption decreases.

There is an information gap between citizens and their governments when it comes to government finances. The inherent complexity of fiscal policy makes it exceedingly difficult for effective public participation. Effective public participation in fiscal decision making must address informing or educating the citizenry with accurate and meaningful government financial data. Better understanding citizen wants and perceptions is critical to closing the information gap between users and providers of financial information. This study uses information gathered from focus groups with residents of Norfolk, Virginia that asks what government financial information they want and how to make that information useful. Small business success drives the health of a local economy. The problem of this three phase mixed methods study was to encourage entrepreneurship by identifying the resources that support business startup and growth. In the first qualitative phase, the city business resource webpage was observed and 10 entrepreneurs were interviewed to identify which business resources were used for their recent startups. Using the data from the interviews, a survey instrument was developed for the Small Business Subcommittee (SBS) that was used in the second quantitative phase which included 351 business owners; 35% were women and 65% were men. Collaboration and other forms of interaction between complex arrangements of private, nonprofit, and public organizations to address challenging policy problems now occurs routinely. In many cases collaboration is mandated by law, and often disbursement of grants to nonprofits is contingent upon demonstrating collaboration with other organizations. Most governments issue annual financial reports; in the US, state and local governments issue the Comprehensive Annual Financial Report, or its equivalent. However, these reports have been found to be neither readily accessible nor particularly informative to non-financial experts such as the general public. In response, professional associations such as AGA, the Governmental Accounting Standards Board (GASB), and the Government Financial Officers Association, have promoted the use of different types of popular financial reports as an alternative reporting mechanism. The purpose of this paper is to examine differences in factors influencing use of entrepreneurial assistance programs by male and female entrepreneurs. Design/methodology/approach – Data from the Panel Study of Entrepreneurial Dynamics I are used to determine drivers of assistance program use by men and women using logistic regression. These drivers include size and composition of the start-up team and personal network, experiences of the entrepreneur, team and network; support provided by the team and network, and other factors. The article presents a study that investigates the views of citizens on the efficiency of financial reports in the U.S. Researchers did a survey to discern the perspectives of respondents about the effectiveness of the said reports in informing other individuals about government finances.
