National healthcare as executed through the Patient Protection and Affordable Care Act (ACA) was introduced in 2010, but was discussed for several decades prior to its enactment. Section 5210 of the ACA established funding for a Regular and Ready Reserve Corps (RRRC) to provide support to local healthcare entities with emergency preparedness. It is unknown what impact Section 5210 of the ACA has had on local emergency preparedness, as well as what obstacles are encountered with implementing this piece of legislation at the local level. When looking at the different effects of institutional quality on economic development, namely control of corruption, there are two different hypotheses that explain such effects. One is the “grease the wheel” hypothesis, which predicts that corruption is beneficial for growth, and the other one is the “sand the wheel” hypothesis, which says the opposite. Corruption is normally blamed for the slow economic growths in some countries, but some Asian countries’ exponential growths have proven the “grease the wheel” hypothesis otherwise. A substantial number of management and psychology studies have examined the positive effect of goal setting on organizational outcomes (Locke & Latham, 1990, 2002). Conceptually, goal setting theory is as applicable for motivating an employee in the public sector as it is for motivating an employee in the private sector (Latham, Borgogni, & Petitta, 2008). Effective conflict management in the workplace can reduce the negative consequences of conflict. These negative outcomes can include low productivity, health-related stress, increased employee turnover, or litigation. A Human Resource (HR) professional can help mitigate these negative outcomes in the workplace when using effective conflict management behavior with employees. However, there is a void in research pertaining to HR professionals’ use of conflict management behavior.

Despite the scholarly interest in workplace incivility in the field of organizational behavior, public administration (PA) scholars have paid much less attention to this timely and relevant topic. Based on a unique sample of 401 individuals (nested in 83 work units) employed in a public organization in Thailand, the present study seeks to address this void by examining whether different sources of workplace incivility (i.e., supervisors, coworkers and customers) will have differential effects on different types of employee deviant behaviors (i.e., deviance directed towards the organization, supervisors, coworkers and customers). As a government institution, the United States (US) Department of Defense (DOD) wields powerful influence on private sector organizations in the defense industry beyond the implications of public policy. In our conceptual research, we study the DOD as a key customer stakeholder in these organizations and investigate the influence of its military culture on these private sector organizations. By analyzing the culture of the DOD, we uncover a new dimension, sense of duty, not previously studied in mainstream organization literature. Focusing on organizational legitimacy is an essential element to the survival of an organization. Suchman (1995) suggests that "Legitimacy is a generalized perception or assumption that the actions of an entity are desirable, proper, or appropriate within some socially constructed system of norms, values, beliefs, and definitions" (p. 574). Legitimacy must first be gained and then maintained. If lost, legitimacy must be regained or the organization is unlikely to survive. Organizations can use both symbolic and substantive means of gaining, maintaining or regaining legitimacy. Previous research demonstrates that individuals’ network positions in their surrounding social structure of relations influence the extent of their output and performance. The unique situation of minority groups complicates the relationship, however, as issues of status, legitimacy, and marginality influence the flow and interpretation of information and resources. While several scholars have addressed differences in male and female networks in the workplace, the association between macro-level work arrangements and the micro-level interaction mechanisms of minority groups is unclear.
