During the 2022 meeting of the Kentucky General Assembly, gambling interests in the state had both triumphs and setbacks. An attempt to raise taxes on revenues earned by specialty slot machines (historical horse racing machines, or HHR machines) was turned back, yet an attempt to legalize sports gambling on sports such as the NFL, NBA, NCAA, etc., was also turned back. Lotteries, charitable gaming, and pari-mutuel wagering on horse racing have been legal in the state for some time, and HHR machines were made fully legal after state laws were re-written in 2021 to have them comply with the state …

The gaming governance system in Singapore is a very well-known and internationally renowned model. Singapore began to launch their gaming regulation system in 2005 by establishing a national framework on gambling prior to opening two integrated resorts in the country in 2010 (Winslow, Cheok, & Subramaniam, 2015). In contrast, the South Korean “model” is much less renowned. Though there have been discussions about introducing full-scale integrated resorts, the government currently allows South Korean citizens to gamble in only one property - Kangwon Land (Research, 2016). Brazil, the host of the 2014 World Cup and the 2016 Olympics, is known for strong competitive traditions in sports and games. It is also one of only three G-20 countries (together with Saudi Arabia and Indonesia) that currently bans non-state provision of gambling products. Bingo was a notable exception to this prohibition, after enabling legislation was enacted in 1993, with the intention that proceeds would help fund national sports development. eSports, or competitive video gaming, are a rapidly developing segment of sport and gaming. eSports are a unique cultural and economic phenomenon, and only recently is this nascent industry garnering substantial attention from gambling operators, regulators, and researchers. In 2015, an estimated quarter of a billion dollars will be wagered on eSports, a number projected to grow to $23 billion by 2020 (Eilers Research, 2015).

The majority of gambling research has been concentrating on problem gambling and on the association between gambling behavior, game design and gambling harm. Much less attention has been directed at recreational gambling or on players that do not suffer from any gambling related problems. Countries of Central European region (Czech Republic, Slovakia, Poland and Hungary) joined a new stage of their development after 1989. In these countries, there was a building process of capitalism which went in parallel with far-reaching structural economic and social changes; such as the privatization of economies, de-industrialization but also gamblerization of society. The five generations that make up the adult population of North America and Europe differ greatly in their gambling behavior and their beliefs and attitudes towards gambling. This presentation will discuss data that demonstrate the extent of these differences as well as the cultural background and formative experiences that led to them. It will conclude with a discussion of implications for the gambling industry, responsible gambling, public policy, and for those concerned with the prevention and treatment of gambling problems.

The purpose of this research was to determine whether (1) clustering benefits cities, (2) Las Vegas is a cluster of the worldwide gaming industry, and (3) online gaming cluster is forming in Las Vegas in spite of unfavorable business environment. The exploratory study should be useful to lawmakers and business leaders in shaping Nevada’s future. It could provide essential information focusing on whether Las Vegas should actively pursue an online gaming cluster.

Halos, Alibis And Community Development: A Cross National Comparison Of How Governments Spend Revenue From Gambling, Lynn Gidluck

This paper provides a cross-national comparison of how governments around the world distribute revenues from state-directed gambling and how these choices have been justified by proponents and vilified by critics. Case studies where governments have popularized gambling expansion by “earmarking” revenues for particular good causes and where the state has collaborated with the voluntary sector to deliver programs from this revenue stream are examined. Lessons learned from challenges of various approaches are considered.

This study is a preliminary analysis of the socio-economic impact of casino gaming in Mesquite, Nevada. Mesquite is being studied from this perspective in order to provide policymakers with information that will aid in the determination of public policy relevant to and in conjunction with casino gaming activity. A combination of site visits to the area and interviews with casino executive personnel and relevant law enforcement was conducted for the purposes of gathering information for this study. Three police departments (Mesquite, Nevada, Cedar City, Utah and St. George, Utah) were interviewed to determine the crime rate in jurisdiction. Relevant data …
