The present study is the latest in a series of annual updates of the original report, Changing Patterns: Mortgage Lending in Boston, 1990-1993. Beginning in 1998, the reports’ geographic scope was expanded t o include an examination of mortgage lending patterns in 27 cities and towns surrounding the city of Boston. In last year’s report, the geographic coverage was further expanded to include a total of 108 communities.
The text that follows this introduction highlights some of the most significant findings that emerge from the extensive set of tables and charts that constitute the bulk of the report. The …

If economic growth were the only measure of a community’s health and vitality, then the communities of Cohasset, Hingham, and Hull are fairing well. But this economic success is generally accompanied by changes in the physical landscape that can be unsettling for residents, especially when it means more development and expansion at the expense of culturally and socially important open space areas such as parks, woods, and marshes. The rapid pace and fragmented nature of such sprawling development gives communities little opportunity to come to terms with the long-term impacts, which in turn can lead to a sense of powerlessness …

This paper lays out some of the basics of a language-based, person-centered, or agentic model of practice for nonprofit organizations, voluntary action and philanthropy within the emerging domain of commons theory. Six principles are identified for the practice of commons. Two threats to the production of common goods - bureaucratization and colonization of the life world - are discussed and evaluated as limitations of the practice of commons.

National Security, Suburbanization, Technology, And The Prospect Of Renewing Civic Participation, Roger A. Lohmann

In a series of books and articles, Robert Putnam outlined his famous "bowling alone" theses of declining civic participation, which he attributed in considerable part to television and other alternative leisure time pursuits. Putnam also acknowledged the possibility of other possible factors. This presentation identifies two such possibilities that coincide with the decline Putnam noted, - national security and suburbanization - as well as more recent and more ambiguous, technology-related factors contributing to declines in civic participation.

The role that employment has played for persons with disabilities over the past several decades has moved from one of no engagement in the workforce to a realization that persons with disabilities can work and are interested in working. The shrinking workforce has increased employers' interest in looking at the full range of potential workers, including those previously considered unemployable. The growing economy—coupled with the declining birth rate, the increase in technology and supports for a diverse workforce, and the increasing expectation that all persons should be provided with the opportunity to work—has led to a new view of individuals …

With the current emphasis on universal access to employment services for all members of the community, the workforce development field needs to evaluate service delivery. A "mystery shopper" program is one of many evaluation tools available to ensure continuous quality improvement and customer satisfaction. This technique allows organizations to collect data on the experiences of One-Stop Career Center customers from the customer perspective. The brief includes a sample shopper questionnaire.

Employee training is a huge business in the United States with spending in the neighborhood of $51 billion dollars. Over the last five years a growing proportion of training dollars have been committed to technology based training involving distance learning and e-learning. This article reports on the use of these innovative training methods in supply chain management and their impact on organizations in terms of cost effectiveness, time efficiency, skill development, and return on investment.

The purpose of this research was to study the implementation of radio frequency identification (RFID) technologies used to track equipment and supplies. Current implementation issues and strategies for future use were collected from leading edge organizations from the military and private sector. A formal comparison found both similarities and differences between how industry and the Army are implementing and using RFID technologies in their supply chains and logistics networks. The Profit Impact Of A Strategic Approach To Web Enhanced Services (Wes)—A Study Of The Motor Carrier Industry, Gregory M. Kellar, John Xiaoqun Zhang

An increasing number of motor carriers offer web-enhanced services (WES) such as real-timetracking-and-tracing, on-line ordering, and conflict resolution. However, the burst of the Internet bubble raised questions as to whether investments in such Internet-related services increase corporate profitability (e.g., Nagarajan et al., 2000). This article studies financial and operational values that web-enhanced services add to publicly traded interstate trucking companies. Large companies offering WES were found to be more profitable than smaller companies in general, and they were more profitable than other large carriers not offering WES. Investments in WES appear to provide a strategic advantage specifically for large companies.

Logistics is a major challenge for multinational corporations seeking to do business in China. Transportation and warehousing are two core activities of logistics which will have to be outsourced or produced internally by foreign firms entering the China market. This paper focuses on road and rail transportation, the primary forms of transport utilized to move finished goods, as well as the warehousing and distribution center service sector. Trucking services and costs are observed to be poor by Western standards. There is no established less-than-truckload (LTL) industry and there are limited trucking networks offering one stop shipping across the country. None …

With a growing population and advances in technology, fishing pressure will continue to grow and anglers will become more efficient at targeting fish, particularly offshore demersal species such as blue groper, dhufish, red snapper, breaksea cod and queen snapper. There is also a clear need for recreational fisheries management to complement the existing management arrangements for the charter industry, and provide the necessary framework for recreational fishing to be incorporated into an integrated management framework with other fishing sectors.
