The FHPA has been declared to protect and conserve an example of a near-shore reef community. In order to achieve this aim, and encourage the appreciation and conservation of fish, a number of management strategies have been identified which restrict recreational and commercial fishing. The FHPA is approximately 420 metres long and approximately 130 metres wide at the southern end and 140 metres wide at the northern end.

With a growing population and advances in technology, fishing pressure will continue to grow and anglers will become more efficient at targeting fish, particularly offshore demersal species such as blue groper, dhufish, red snapper, breaksea cod and queen snapper. There is also a clear need for recreational fisheries management to complement the existing management arrangements for the charter industry, and provide the necessary framework for recreational fishing to be incorporated into an integrated management framework with other fishing sectors.

The Government recognises that the mackerel fishery is important to both the recreational and commercial fishing sectors. However, the purpose of these arrangements is not to allocate the mackerel resource between the sectors but within the commercial sector. Resources sharing issues are subject to investigation in the Integrated Fisheries Management Review where alternative management frameworks and principles for allocating fish stocks to ensure maximum benefit to the community are examined.

In its discussion paper (Fisheries Management Paper No. 139), which was widely distributed and publicized, the working group put forward a range of management proposals for community discussion. These were developed after meeting directly with recreational fishers in key regional centres and receiving feedback from fisheries scientists and managers. The discussion paper attracted widespread comment, with more than 1,200 written submissions received from recreational fishers, angling clubs and other stakeholders. On 29 May 1997 the Minister for Fisheries established a Committee of Management in respect of the South Coast Purse Seine Managed Fishery under the Fisheries Adjustment Schemes Act 1987 (the Act). The initial function of the Committee of Management (the Committee) is to consider, in respect of the Fishery, the desirablity of the establishment of a Voluntary Fisheries Adjustment Scheme. This document constitutes the report of the desirability of a Scheme.
