The rise of Middle East carriers in the past decade has been nothing less than meteoric. Based on the notion of generic strategy, we analysed the potential for competitors of the leading Middle East carriers to respond in terms of market scope and product characteristics, using Singapore Airlines as a reference. We found that it was generally difficult for Singapore Airlines to compete in terms of market scope, and thus it should concentrate on offering different degrees of differentiation in its products. With a population of 5.4 million and land area of 718 square kilometres, 94 percent of Singapore’s population live in high-rise apartments, of which, 82 percent dwell in public housing. As an ultra-dense city-state, effective and innovative urban development is a social and economic imperative intricately intertwined with Singapore’s competitiveness and quality of life. Harnessing information and communications technology (ICT) is not only essential to achieving this, but also serves as a template for answering some of the global challenges faced by urban centres around the world–particularly in regard to economic development, social cohesion, better city administration and infrastructure management.

Since China became a net oil importer in 1993, oil refineries have played integral roles in China's quest for oil security. And yet, the capacity, security, and configurations of refineries were rarely featured in the discussions about China's oil policy. To fill this gap, this paper explains the basics of refinery economics and technology, and details the development in China's refining industry since the early 1990s. This paper presents the problem of scheduling security teams to patrol a mass rapid transit rail network of a large urban city. The main objective of patrol scheduling is to deploy security teams to stations of the network at varying time periods subject to rostering as well as security-related constraints. We present several mathematical programming models for different variants of this problem. Spatio-temporal matching of services to customers online is a problem that arises on a large scale in many domains associated with shared transportation (ex: taxis, ride sharing, super shuttles, etc.) and delivery services (ex: food, equipment, clothing, home fuel, etc.). This study attempts to advance theorizing about health policy advocacy with combinations of narrative focus and a statistical map in an attempt to increase state legislators’ support for policies to address the issue of obesity by reducing food deserts. Specifically, we examine state legislators’ responses to variations in narrative focus (individual vs. community) about causes and solutions for food deserts in U.S. communities, and a statistical map (presence vs. absence) depicting the prevalence of food deserts across the United States. The Word Outside And The Pictures In Our Heads: Contingent Framing Effects Of Labels On Health Policy Preferences By Political Ideology, Sungjong Roh, Jeff Niederdeppe

This study uses data from systematic Web image search results and two randomized survey experiments to analyze how frames commonly used in public debates about health issues, oper- ationalized here as alternative word choices, influence public support for health policy reforms. In Study 1, analyses of Bing (N = 1,719), Google (N = 1,872), and Yahoo Images (N = 1,657) search results suggest that the images returned from the search query “sugar-sweetened beverage” are more likely to evoke health-related concepts than images returned from a search query about “soda.” In contrast, “soda” search queries were more likely to incorporate brand-related …

What capacities are needed on the part of policymakers in areas such as the agri-food biotechnology sector in order to attain excellence at the individual, organisational and systemic levels of regulatory operation? To address this question, this paper draws upon work recently carried out on regulatory excellence by the Penn Programme on Regulation and couples it with recent studies on how to build policy capacity. Derived from a multi-jurisdiction, multi-sector review of regulation, the Penn programme identified three core areas or `pillars' of regulatory excellence - namely, stellar competence, empathic engagement and utmost integrity -which reflect the kinds of individual …
