Both climate change and technical change are uncertain. In this paper we show the importance of including both uncertainties when modeling for policy analysis. We then develop an approach for incorporating uncertainty of technical change into climate change policy analysis. We define and demonstrate a protocol for bottom-up expert assessments about prospects for technologies. We then describe a method for using such assessments to derive a probability distribution over future abatement curves, and to estimate random return functions for technological investment in different areas. The recent housing foreclosure crisis has had devastating impacts on individuals, communities, organizations and government. In response, several community development corporations (CDCs) have sought new ways to assist neighborhoods suffering from the myriad effects of high foreclosures, including neighborhood instability, increased vandalism and crime, lower property values, and economic disinvestment. This research project focuses on activities of community-based organizations that acquire and redevelop foreclosed properties to support neighborhood stabilization and revitalization. However, the costs of pursuing this strategy far exceed the resources available to typical CDCs. Thus, our project seeks to solve the following decision problem: What subset of a …

This report, commissioned by the City of El Paso, recommends that El Paso city government undertake a substantial reform of its economic development effort and that public and private sector stakeholders in the broader El Paso region mobilize to create an organizational vehicle for the kind of public‐private collaboration that is driving innovative economic development in many other major city‐regions in the United States. The analysis also calls for a stronger integration of physical, land use, and economic development planning activities in the city and region, consistent with a trend in international best practice in local and regional economic development.

This paper examines trends in potential ‘primary care’ presentations at EDs, comparing these with other ED presentations and to primary care attendances in the community.MethodsThe study draws on EDIS data (Emergency Department Information System), which at December 2005 covered 76 per cent of attendances in New South Wales, and MBS data from Medicare Australia. Annual counts of potential ‘primary care’ presentations to EDs are compared with those of other ED presentations and to primary care presentations in the community. The plaintiffs claimed the city had committed intentional discrimination or disparate treatment against them when the city disregarded the results of promotion examinations that had an adverse effect on black and Hispanic applicants. The Supreme Court sustained the claim. In his concurring opinion, Justice Scalia invited attorneys in subsequent cases to consider arguing that the disparate impact theory of employment discrimination is unconstitutional. [Excerpt] The U.S. Social Security system faces serious financial difficulties in both the short and the long run. The short-run problem is that the system has very meager financial reserves. In the long run—after the year 2010, when the post-World-War-II baby-boom generation reaches retirement age—the financial problems of Social Security will intensify because of population aging and the consequent decline in the ratio of workers to retirees.

This paper examines the rapid growth of China in the field of nanotechnology and the rise of collaboration between China and the US in this emerging domain. Chinese scientific papers in nanotechnology are analyzed to indicate overall trends, leading fields and the most prolific institutions. Patterns of China–US nanotechnology paper co-authorship are examined over the period 1990–2009, with an analysis of how these patterns have changed over time. The paper combines bibliometric analysis and science mapping.
