Specifically, this study aims to develop a theoretical model of TSB marketing, identify the main factors affecting TSB marketing, and discern relationships between these factors. Since the aim of the study is to develop a theoretical model, the method …

Tax Increment Financing Trends In Southern Maine 2001-2011, Kevin Price
Tax Increment Financing Trends In Southern Maine 2001-2011, Kevin Price
Muskie School Capstones and Dissertations
Tax Increment Financing (TIF) is an economic development tool authorized for use in 49 states and the District of Columbia. TIFs are a very popular economic development tool that allow for a low-cost way to fund development projects. A TIF is designed to turn an undesirable or underdeveloped area into a developed, revenue generating area. The restrictions as to the exact types of property that quality for TIF vary from state to state, but they generally are used to target underdeveloped areas to encourage growth. Maine places several limitations on TIFs including acreage caps, a value cap, a municipal indebtedness …

School of Public Service Theses & Dissertations
The intent of this dissertation is to examine the state of representation and segregation among African American women across the workforce at the United States Department of Commerce. This study employs a triangulated research design to examine the relationship between elements of strategic planning and the employment patterns of African American women. This study's qualitative analysis includes a content analysis of 13 agency-specific strategic documents published between FY 1994 through FY 2010. This data is supplemented with a longitudinal trend analysis of personnel data for fulltime, permanent employees retrieved from the National Finance Center for the same time period. The …
Recreation Displacement Of Bass Fishermen From Central Coast Lakes, Erin Gray
Recreation Displacement Of Bass Fishermen From Central Coast Lakes, Erin Gray
Recreation, Parks, and Tourism Administration
The purpose of this study was to assess the impacts of aquatic invasive species preventative measures on recreation displacement of bass fishermen from Central Coast lakes. A self-administered questionnaire was distributed to participants at a local bass fishing tournament. Thirty-six respondents completed the questionnaire. The results indicated that boat inspection procedures do not necessarily cause bass fishermen to displace. This study found that fishermen are likely to avoid recreating at a Central Coast lake in fishing practice conditions rather than in tournament conditions, and are likely to avoid tournaments at their least favorite lake if boat inspection procedures take too …
Incentives For Distributed Generation In California: The Rise Of Third-Party Solar Development, Joshua M. Propp
Incentives For Distributed Generation In California: The Rise Of Third-Party Solar Development, Joshua M. Propp
Pomona Senior Theses
There are a series of state and federal incentives in California to encourage the installation of distributed generation (DG) renewable energy, largely photovoltaic (PV). This thesis explores the policies behind the incentives, namely the Federal Investment Tax Credit, California Solar Initiative, and Net Energy Metering requirements. Discussion is informed by environmental policy tools, as well as business models that have acted to increase accessibility to these investment-intensive projects. Underlying this analysis is the theme of a shifting energy paradigm, with distributed generation spreading political, economic, and electric power.

Financing Public Solar Projects: California Public Jurisdictions' Experiences In Acquiring And Financing Solar Photovoltaic Installations, Dana M.C. Hoffman
Financing Public Solar Projects: California Public Jurisdictions' Experiences In Acquiring And Financing Solar Photovoltaic Installations, Dana M.C. Hoffman
Master's Theses
More efficient technologies, state laws as well as environmental, social, and political pressures have all contributed to placing solar acquisition on the agenda for California’s public entities over the last half decade. But a key question for these frequently cash-strapped jurisdictions is how to utilize public dollars and lands, and how to leverage incentives to obtain solar PVs. As an alternative to outright purchase, a promising financing option made available to jurisdictions in recent years is ownership by a third party, usually the solar company, including various forms of Power Purchase Agreements (PPA’s) and leasing. Due in part to state …
An Epistemological Inquiry Into The Incorporation Of Emergency Management Concept In The Homeland Security With A Post-Disaster Security Centric Focus, Mehmet Secilmis
An Epistemological Inquiry Into The Incorporation Of Emergency Management Concept In The Homeland Security With A Post-Disaster Security Centric Focus, Mehmet Secilmis
Engineering Management & Systems Engineering Theses & Dissertations
The historical roots of the Emergency Management concept in the U.S. date back to 19th century. As disasters occurred, policies relating to disaster response have been developed, and many statuary provisions, including several Federal Disaster Relief Acts, conceptually established the framework of Emergency Management. In 1979, with the foundation of the Federal Emergency Management Agency (FEMA), disaster relief efforts were finally institutionalized, and the federal government acknowledged that Emergency Management included mitigation, preparedness, response and recovery activities as abbreviated 'MPRR.'
However, after 2000, the U.S. experienced two milestone events - the September 11 terrorist attacks in 2001 and Hurricane Katrina …

STEMPS Theses & Dissertations
The purpose of this study was to determine if the Project Management Professional credential requirements encompass the knowledge for project managers required to effectively manage defense industry projects. This study used a four-round Delphi methodology to solicit opinions of defense industry project management professionals about current project management credential curriculum and if that curriculum reflects the realities of the current project management environment.
Two research questions guided this study: 1) Do government contractors working on defense projects use project management knowledge and abilities that are different from what the Project Management Professional credential requires? and 2) Are there additional skill …
Three Essays On Local Government Debt, Robert Greer
Three Essays On Local Government Debt, Robert Greer
Theses and Dissertations--Public Policy and Administration
The local government tax-exempt debt market is a growing, and complex, sector of public finance. As local governments turn to debt financing the factors that contribute to interest costs of that debt have become important considerations for local government officials and politicians. Governance at the local level involves a network of overlapping governments some of which share a tax base. This system of overlapping governments that share a tax base are subject to externalities that arise from taxation, expenditures, and debt. These externalities are usually analyzed in terms of tax or expenditure reactions, but there are implications for local government …

Disaster Response And Individuals With Disabilities: An Examination Of Kentucky's Red Cross Shelters, Kandace Bright
Disaster Response And Individuals With Disabilities: An Examination Of Kentucky's Red Cross Shelters, Kandace Bright
MPA/MPP/MPFM Capstone Projects
Emergency management consists of four phases—mitigation, preparedness, response, and recovery. Sheltering is an aspect of the response phase. Response involves activities from many different organizations—local, volunteer, state, and federal. The initial response to a disaster is from local emergency management organizations. The American Red Cross, as chartered by the federal government, is primarily responsible for providing initial shelter and food to the affected population during a disaster.
Planning shelter capacity for individuals with disabilities has been historically problematic. It continues to be an issue as claims of inaccessible shelters occur with each new major disaster. Shelters can be accessible or …
Unrelated Business Income's Impact On Direct Public Support In The Nonprofit Sector, Kelsey Lewis
Unrelated Business Income's Impact On Direct Public Support In The Nonprofit Sector, Kelsey Lewis
MPA/MPP/MPFM Capstone Projects
Nonprofits today are losing their traditional funding sources for a variety of reasons and are turning to nontraditional ways of finding resources to make sure their organization is able to sustain itself while still meeting its mission. One common non-traditional approach is engaging in unrelated business income activities. Since these activities are not related to a nonprofit’s mission they are subject to taxation. Some question whether these activities help a nonprofit organization meet its mission.
A nonprofit seen not fulfilling its mission can be detrimental to that organization especially where its donors are concerned. If a donor does not support …
