Short Term Time Off (STO) refers to job-protected time away from the workplace (generally 5 days or less) to address anticipated or unexpected issues of limited duration. STO may be scheduled or unscheduled, depending on the underlying need. STO enables workers to address the routine and emergency situations that occur in everybody’s lives.

The city-state of Singapore has been highly ranked for its e-government services. Over the past two decades, it has leveraged its IT infrastructure for economic development and transformed its public services. The SARS outbreak in 2004 turned into a national health crisis because it spread rapidly and the medical community had little knowledge of how to treat the new mutation of the corona virus. Yet, several Singaporean government agencies utilized the e-Government infrastructure and related resources to quickly bring the outbreak under control. In 2005, a partnership between the South Coastal Workforce Investment Board, the Massachusetts Marine Trades Association, Massasoit Community College and the Urban Harbors Institute (UHI) of the University of Massachusetts Boston, developed and distributed a survey focused on the status, needs and future challenges faced by marine businesses in the South Coastal region of Massachusetts. The Urban Harbors Institute analyzed the responses and prepared this report to present the results.

Most antitrust claims relating to intellectual property involve challenges to agreements, licensing practices or affirmative conduct involving the use or disposition of the intellectual property rights or the products they cover. But sometimes an antitrust claim centers on an intellectual property owner's refusal to use or license an intellectual property right, perhaps coupled with efforts to enforce the intellectual property right against infringers. Stormwater utilities are a concept whose time seems to have arrived. Established by relatively few communities in the 1970s as a method of funding flood control measures, stormwater utilities now exist in over 400 municipalities and counties throughout the United States. During the next 10 years, their numbers are expected to swell dramatically – by one estimate to over 2,000 by the year 2014.

The reasons for this growth are multifold. Federal stormwater regulations passed in the 1980s (Phase I of the National Pollutant Discharge Elimination System Program, or NPDES), motivated many larger communities to seek alternative funding sources and …

This document presents a summary of findings and recommendations from a predevelopment study of the feasibility of establishing renewable energy power generation on several of the grid-tied Boston Harbor Islands. The scope of the study was to investigate the factors and issues associated with installing a mix of renewables — wind, solar, wave and tidal/current power generating facilities — with a combined output of between one and ten megawatts at sites on or around five of the Boston Harbor Islands. The difficulties of developing and executing a sustainable development program in Small Island Economies (SIEs) are well documented. Comparatively small domestic markets, remote export markets, a dearth of natural and human resources, susceptibility to environmental change and natural disasters, plus limitations on the state’s capacity to govern economic activity have narrowed the range of feasible development strategies resulting in a reliance on sectors vulnerable to the vicissitudes of the global economy.

While the theoretical case for Land Value Taxation is regarded as being very persuasive, most people looking closely at the idea form the view that the practical difficulties of introducing it into an established modern economy are compelling.
